A BILL
To require that all institutions of higher education partici-
pating in student financial assistance programs under
title IV of the Higher Education Act of 1965 meet
certain revenue requirements.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘90/10 Accountability
4
for All Act’’.

SEC. 2. EXPANDING THE APPLICABILITY OF THE 90/10

RULE.
2
(a) IN GENERAL.—Section 487 of the Higher Edu-
3
cation Act of 1965 (20 U.S.C. 1094) is amended—
4
(1) in subsection (a)(24), by striking ‘‘In the
5
case of a proprietary institution of higher education
6
(as defined in section 102(b)), such institution’’ and
7
inserting ‘‘The institution’’; and
8
(2) in subsection (d)—
9
(A) in paragraph (1)—
10
(i) in the matter preceding subpara-
11
graph (A), by striking ‘‘a proprietary’’ and
12
inserting ‘‘an’’;
13
(ii) in subparagraph (A), by striking
14
‘‘, except in’’ and all that follows through
15
‘‘higher education’’;
16
(iii) in subparagraph (C)(iv), by strik-
17
ing ‘‘subparagraph (D)(iii)’’ and inserting
18
‘‘subparagraph (D)(ii)’’;
19
(iv) in subparagraph (D)—
20
(I) by striking clauses (i) and (ii)
21
and inserting the following:

‘‘(i) in the case of loans made by an

institution of higher education on or after
24
July 1, 2012, only the amount of loan re-
