A BILL
To amend the Agriculture Improvement Act of 2018, with
respect to enforcement of animal fighting ventures prohi-
bition in the territories, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. REPORT ON ECONOMIC IMPACT OF PROHIBI-
3
TION ON ANIMAL FIGHTING.

(a) DELAY OF IMPLEMENTATION.—Section 12616(e)
5
of the Agriculture Improvement Act of 2018 (Public Law
6
115–334) is amended by striking ‘‘on the date that is one
7
year after the date of the enactment of this Act’’ and in-
8
serting ‘‘on December 20, 2021’’.

(b) REPORT.—Not later than 270 days after the date
1
of the enactment of this Act, the Secretary of Agriculture,
2
in consultation with the head of each covered agency, shall
3
submit to the Committee on Small Business, the Com-
4
mittee on Financial Services, and the Committee on Agri-
5
culture of the House of Representatives and the Com-
6
mittee on Small Business and Entrepreneurship, the Com-
7
mittee on Finance, and the Committee on Agriculture,
8
Nutrition, and Forestry of the Senate a report con-
9
taining—
10
(1) an analysis of the economic impact on Puer-
11
to Rico and each of the other territories and posses-
12
sions of the United States if the prohibition on ani-
13
mal fighting under section 12616 of the Agriculture
14
Improvement Act of 2018 (Public Law 115–334) is
15
expanded to the territories and possessions of the
16
United States;
17
(2) the enforcement of such prohibition in the
18
territories or possessions of the United States,
19
whether or not there are adequate resources to do
20
so, and how much funding it would take to achieve
21
necessary levels of enforcement;
22
(3) what other resources would be required to
23
enforce such prohibition in the territories or posses-
24
sions of the United States if it goes into effect; and

(4) impacts of such prohibition on roosters in

such territories and possessions and on the overall
2
health and well-being of roosters generally.

(c) DEFINITION OF COVERED AGENCY.—The term
4
‘‘covered agency’’ means the Small Business Administra-
5
tion, the Department of Health and Human Services, the
6
Department of Housing and Urban Development, and the
7
Department of Justice.
