Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Pullman National His- 4 torical Park Act’’. 5 SEC. 2. FINDINGS. 6 Congress finds that— 7 VerDate Sep 11 2014 00:02 Dec 21, 2019 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H5420.IH H5420 pamtmann on DSKBC07HB2PROD with BILLS 2 •HR 5420 IH (1) in 1970, the Secretary of the Interior des- 1 ignated the Pullman Historic District as a National 2 Historic Landmark District because of— 3 (A) the significance of the District to the 4 labor history, social history, architecture, and 5 urban planning of the United States; and 6 (B) the pivotal role of events in the Dis- 7 trict in creating the first national Labor Day 8 holiday in the world; 9 (2) between 1880 and 1884, George M. Pull- 10 man, owner of the Pullman Palace Car Company, 11 built the Pullman community, which was envisioned 12 by Pullman as an industrial town that would provide 13 employees with— 14 (A) a model community; and 15 (B) suitable living conditions; 16 (3) the town developed by George M. Pullman, 17 which consisted of over 1,000 buildings and homes, 18 was awarded ‘‘The World’s Most Perfect Town’’ at 19 the International Hygienic and Pharmaceutical Ex- 20 position in 1896; 21 (4) the Pullman factory site is a true symbol of 22 the historic struggle in the United States to achieve 23 fair labor practices for the working class, with the 24 VerDate Sep 11 2014 00:02 Dec 21, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5420.IH H5420 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 5420 IH original factory serving as the catalyst for the first 1 industry-wide strike in the United States; 2 (5) in the midst of economic depression in 3 1894, to protest unsafe conditions and reductions in 4 pay, Pullman factory workers initiated a strike 5 that— 6 (A) when taken up as a cause by the 7 American Railway Union, crippled the entire 8 rail industry; 9 (B) continued even in the face of a Federal 10 injunction and a showdown between laborers 11 and Federal troops that turned violent and 12 deadly; and 13 (C) set a national example for the ability 14 of working people in the United States to 15 change the existing system in favor of more just 16 practices for protecting workers’ rights and 17 safety; 18 (6) following the deaths of a number of workers 19 at the hands of the United States military and 20 United States Marshals during the 1894 strike, Con- 21 gress unanimously voted to approve rush legislation 22 that created a national Labor Day holiday, which 23 was signed into law by President Grover Cleveland 24 6 days after the end of the strike; 6 (8) the Pullman porters, who served diligently 7 between the 1870s and the 1960s, have been com- 8 mended for— 9 (A) their level of service and attention to 10 detail; and 11 (B) their contributions to the development 12 of the African-American middle class; 13 (9) the information, ideas, and commerce the 14 Pullman porters carried across the country while 15 traveling on trains helped to bring education and 16 wealth to African-American communities throughout 17 the United States; 18 (10) the positive role of the Pullman porters in 19 the historical image of the first-class service that 20 was made available on Pullman cars is unmistak- 21 able; 22 (11) the Pullman community was the seminal 23 home to the Brotherhood of Sleeping Car Porters, 24 which— 25 VerDate Sep 11 2014 00:02 Dec 21, 2019 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H5420.IH H5420 pamtmann on DSKBC07HB2PROD with BILLS 5 •HR 5420 IH (A) was founded by civil rights pioneer A. 1 Philip Randolph in 1925; 2 (B) was the first African-American labor 3 union with a collective bargaining agreement; 4 (C) fought— 5 (i) against discrimination; and 6 (ii) in support of just labor practices; 7 and 8 (D) helped lay the groundwork for what 9 became the great Civil Rights Movement of the 10 20th Century; 11 (12) the Pullman community is— 12 (A) a paramount illustration of the work of 13 architect Solon Spencer Beman; 14 (B) a well-preserved example of 19th cen- 15 tury community planning, architecture, and 16 landscape design; and 17 (C) comprised of a number of historic 18 structures, including the Administration Clock 19 Tower Building, Hotel Florence, Greenstone 20 Church, Market Square, and hundreds of units 21 of rowhouses built for Pullman workers; 2 (14) the diligent efforts of community organiza- 3 tions, foundations, nonprofit organizations, resi- 4 dents, the State, and units of local government in 5 the restoration and preservation of the District after 6 the 1998 fire were vital to the protection of the Pull- 7 man site; 8 (15) due to the historic and architectural sig- 9 nificance of the District, the District is designated 10 as— 11 (A) a registered National Historic Land- 12 mark District; 13 (B) an Illinois State Landmark; and 14 (C) a City of Chicago Landmark District; 15 and 16 (16) the preservation, enhancement, economic, 17 and tourism potential and management of the im- 18 portant historic and architectural resources of the 19 Park requires cooperation and partnerships from 20 among local property owners, the Federal Govern- 21 ment, the State, units of local government, the pri- 22 vate and nonprofit sectors, and the more than 100 23 civic organizations that have expressed support for 24 VerDate Sep 11 2014 00:02 Dec 21, 2019 Jkt 099200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H5420.IH H5420 pamtmann on DSKBC07HB2PROD with BILLS 7 •HR 5420 IH community preservation through the establishment 1 of the Pullman National Historical Park. 2 SEC. 3. DEFINITIONS. 3 In this Act: 4 (1) PARK.—The term ‘‘Park’’ means the Pull- 5 man National Historical Park established by section 6 4(a). 7 (2) SECRETARY.—The term ‘‘Secretary’’ means 8 the Secretary of the Interior. 9 (3) STATE.—The term ‘‘State’’ means the State 10 of Illinois. 11 SEC. 4. ESTABLISHMENT OF PULLMAN NATIONAL HISTOR- 12 ICAL PARK. 13 (a) ESTABLISHMENT AND PURPOSE.—There is es- 14 tablished in the State a unit of the National Park System, 15 to be known as the ‘‘Pullman National Historical Park’’— 16 (1) to preserve and interpret for the benefit of 17 future generations— 18 (A) the significant labor, industrial, civil 19 rights, and social history of the Park; 20 (B) the significant architectural structures 21 in the Park; and 22 (C) the role of the Pullman community in 23 the creation of the first national Labor Day 24 holiday in the world; 25 VerDate Sep 11 2014 00:02 Dec 21, 2019 Jkt 099200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\H5420.IH H5420 pamtmann on DSKBC07HB2PROD with BILLS 8 •HR 5420 IH (2) to coordinate preservation, protection, and 1 interpretation efforts of the Park by the Federal 2 Government, the State, units of local government, 3 and private and nonprofit organizations; and 4 (3) to coordinate appropriate management op- 5 tions necessary to ensure the protection, preserva- 6 tion, and interpretation of the many significant as- 7 pects of the Park. 8 (b) PARK BOUNDARY.—The boundary of the Park— 9 (1) shall be established by the Secretary; but 10 (2) shall not exceed the boundary of the ap- 11 proximately 300-acre Pullman Historic District in 12 Chicago, which is between— 13 (A) 103rd Street on the north; 14 (B) 115th Street on the south; 15 (C) Cottage Grove Avenue on the west; 16 and 17 (D) the Norfolk & Western Rail Line on 18 the east. 19 (c) INCLUSION OF HISTORIC SITES.—On conveyance 20 by the State to the Secretary, the Park shall include— 21 (1) the Pullman Factory Complex, including the 22 Clock Tower Building and rear erecting shops; and 23 VerDate Sep 11 2014 00:02 Dec 21, 2019 Jkt 099200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\H5420.IH H5420 pamtmann on DSKBC07HB2PROD with BILLS 9 •HR 5420 IH (2) the approximately 13 acres of land on which 1 the structures described in paragraph (1) are lo- 2 cated. 3 SEC. 5. ADMINISTRATION. 4 (a) IN GENERAL.—The Secretary shall administer 5 land within the boundary of the Park in accordance 6 with— 7 (1) this Act; and 8 (2) the laws generally applicable to units of the 9 National Park System, including— 10 (A) section 100101(a), chapter 1003, and 11 sections 100751(a), 100752, 100753, and 12 102101 of title 54, United States Code; and 13 (B) chapter 3201 of title 54, United States 14 Code. 15 (b) COOPERATIVE AGREEMENTS.—The Secretary 16 may enter into cooperative agreements with the State or 17 other public and nonpublic entities, under which the Sec- 18 retary may identify, interpret, and provide assistance for 19 the preservation of non-Federal land within the bound- 20 aries of the Park and at sites in close proximity to the 21 Park but located outside the boundaries of the Park, in- 22 cluding providing for placement of directional and inter- 23 pretive signage, exhibits, and technology-based interpre- 24 tive devices. 25 VerDate Sep 11 2014 00:02 Dec 21, 2019 Jkt 099200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H5420.IH H5420 pamtmann on DSKBC07HB2PROD with BILLS 10 •HR 5420 IH (c) ACQUISITION OF LAND.—The Secretary may ac- 1 quire for inclusion in the Park any land (including inter- 2 ests in land), buildings, or structures owned by the State 3 or any other political, private, or nonprofit entity by dona- 4 tion, transfer, exchange, or purchase from a willing seller. 5 (d) TECHNICAL AND PRESERVATION ASSISTANCE.— 6 The Secretary may provide public interpretation and tech- 7 nical assistance for the preservation of historic structures 8 of, the maintenance of the cultural landscape of, and local 9 preservation planning for, related historic and cultural re- 10 sources within the boundaries of the Park. 11 (e) MANAGEMENT PLAN.—Not later than 3 fiscal 12 years after the date on which funds are first made avail- 13 able to carry out this Act, the Secretary, in consultation 14 with the State, shall complete a general management plan 15 for the Park in accordance with— 16 (1) section 100502 of title 54, United States 17 Code; and 18 (2) any other applicable laws. 19 (f) EFFECT.—Nothing in this Act modifies any au- 20 thority of the Federal Government to carry out Federal 21 laws on Federal land located in the Park. 22 VerDate Sep 11 2014 00:02 Dec 21, 2019 Jkt 099200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\H5420.IH H5420 pamtmann on DSKBC07HB2PROD with BILLS 11 •HR 5420 IH SEC. 6.
