A BILL
To provide technical and financial support for the completion
of the Interstate 11 environmental impact statement,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. ASSISTANCE FOR CERTAIN ROUTES.

(a) IN GENERAL.—In the case of a segment described
4
in subsection (b), the Secretary of Transportation shall
5
provide technical and financial assistance, in accordance
6
with subsection (c), required to complete a Tier II environ-
7
mental impact statement for the segment.

(b) SEGMENTS DESCRIBED.—A segment referred to
1
in subsection (a) is a segment of a route described in
2
clause (ii) or (iii) of section 1105(c)(26)(A) of the Inter-
3
modal Surface Transportation Efficiency Act of 1991
4
(Public Law 102–240; 105 Stat. 2032; 109 Stat. 597) (ex-
5
cept for a segment of a route located between Wickenburg,
6
Arizona, and the Nevada border) for which an environ-
7
mental impact statement or preliminary engineering has
8
been included in—
9
(1) the transportation improvement program
10
and the transportation plan under section 134 of
11
title 23, United States Code, of the applicable met-
12
ropolitan planning organization; and
13
(2) the statewide transportation improvement
14
program under section 135 of title 23, United States
15
Code, of the applicable State.

(c) TIMING.—
17
(1) INCLUSION IN PLANNING.—To be eligible to
18
receive technical and financial assistance under this
19
section, not later than 2 years after the date on
20
which the record of decision is published for the Tier
21
I environmental impact statement for a segment de-
22
scribed in subsection (b), the applicable metropolitan
23
planning organization or State shall include the por-
24
tion of the segment that is under the jurisdiction of

the metropolitan planning organization or State in,

as applicable—
2
(A) the transportation improvement plan
3
of the metropolitan planning organization under
4
section 134 of title 23, United States Code; or
5
(B) the statewide transportation improve-
6
ment program under section 135 of title 23,
7
United States Code, of the State.

(2) ASSISTANCE.—Not later than 120 days
9
after the date on which a metropolitan planning or-
10
ganization or State includes the applicable portion of
11
a segment described in subsection (b) in the trans-
12
portation improvement plan of the metropolitan
13
planning organization or the statewide transpor-
14
tation improvement program of the State, as appli-
15
cable, pursuant to paragraph (1), the Secretary of
16
Transportation shall provide technical and financial
17
assistance under subsection (a) to the applicable
18
metropolitan planning organization or State.
19
(d) SUPPLEMENT, NOT SUPPLANT.—Funds made
20
available to carry out this section shall supplement, and
21
not supplant, funds made available to the applicable met-
22
ropolitan planning organization or State under title 23,
23
United States Code.
