noise, and for other purposes.

To amend title 49, United States Code, to authorize owners
or operators of general aviation airports to impose cer-
tain restrictions relating to noise, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Aircraft Noise Reduc-
4
tion Act’’.

SEC. 2. AUTHORITY OF GENERAL AVIATION AIRPORTS TO

RESTRICT FLIGHTS FOR PURPOSES OF IM-
2
PLEMENTING NOISE LIMITATIONS.

(a) IN GENERAL.—Subchapter II of chapter 475 of
4
title 49, United States Code, is amended by adding at the
5
end the following:
6
‘‘§ 47535. Authority of general aviation airports to re-
7
strict flights for purposes of imple-
8
menting noise limitations
9
‘‘(a) IN GENERAL.—Notwithstanding any other pro-
10
vision of this chapter, for purposes of implementing noise
11
limitations, the owner or operator of a general aviation
12
airport is authorized to restrict the number and type of
13
aircraft operations for compensation or hire occurring at
14
the airport, including flights originating or landing at the
15
airport, and the dates and times of such operations.

‘‘(b) COMMUNITY INPUT.—In exercising authority
17
under subsection (a), an owner or operator of a general
18
aviation airport shall take into account input received
19
from individuals or entities in communities surrounding
20
the airport.

‘‘(c) FEDERAL FUNDING.—No Federal funds, includ-
22
ing a grant under this chapter, may be withheld from,
23
withdrawn from, or denied to a general aviation airport
24
based solely on an exercise of authority by the owner or
25
operator of the airport under subsection (a).

‘‘(d) EMERGENCIES.—The Secretary of Transpor-

tation may restrict the authority of an owner or operator
2
of a general aviation airport under subsection (a) as nec-
3
essary in the case of an emergency.

‘‘(e) DEFINITION
OF
GENERAL
AVIATION
AIR-
5
PORT.—In this section, the term ‘general aviation airport’
6
has the meaning given such term in section 47102 of title
7
49, United States Code.’’.

(b) ANALYSIS.—The analysis for subchapter II of
9
chapter 475 of title 49, United States Code, is amended
10
by adding at the end the following:
11
‘‘47535. Authority of general aviation airports to restrict flights for purposes
of implementing noise limitations.’’.
