A BILL
To prevent the changing of regulations governing the provi-
sion of waivers under the supplemental nutrition assist-
ance program, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Protect SNAP Act’’.
4
SEC. 2. PREVENTING THE CHANGING OF REGULATIONS
5
GOVERNING WAIVERS UNDER THE SUPPLE-
6
MENTAL NUTRITION ASSISTANCE PROGRAM.

No rule, regulation, proposed rule, policy directive, or
8
guideline may be issued or enforced by the Secretary of
9
Agriculture, by the head of any entity within the Depart-
10
ment of Agriculture (including the Food and Nutrition
11
Service), or by any other person or entity that—
12
(1) supersedes subsection (a), (b), (c), (d), (e),
13
or (f) of section 273.24 of title 7 of the Code of Fed-
14
eral Regulations as in effect on December 1, 2018;
15
or
16
(2) modifies the effect or operation of any such
17
subsection as so in effect.

SEC. 3. RESTRICTION ON FEDERAL FUNDS.

No Federal funds (including fees) made available for
20
any fiscal year may be used to finalize, implement, admin-
