To establish the Native American Outreach Program of the
Small Business Administration, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Native American Busi-
4
ness Outreach Act of 2019’’.
5
SEC. 2. NATIVE AMERICAN OUTREACH PROGRAM.

The Small Business Act (15 U.S.C. 631 et seq.) is
7
amended—
8
(1) by redesignating section 49 (15 U.S.C. 631
9
note) as section 50; and

(2) by inserting after section 48 (48 U.S.C.

657u) the following:

‘‘SEC. 49. NATIVE AMERICAN OUTREACH PROGRAM.
3
‘‘(a) IN GENERAL.—The Administrator shall estab-
4
lish and carry out a Native American Outreach Program
5
to provide assistance to—
6
‘‘(1) Native American communities, including
7
Alaska Natives and Native Hawaiians; and
8
‘‘(2) small business concerns owned by individ-
9
uals in those communities or Indian tribes.
10
‘‘(b) ASSISTANCE.—In carrying out the Native Amer-
11
ican Outreach Program, the Administrator may—
12
‘‘(1) provide training and educational outreach
13
through business development workshops and entre-
14
preneurial classes to small business concerns owned
15
by Indian tribes or Native Americans, including
16
Alaska Natives and Native Hawaiians;
17
‘‘(2) hold Tribal consultations to solicit input
18
and provide interested parties an opportunity to dis-
19
cuss potential modifications to programs of the Ad-
20
ministration, including the program under section
21
8(a) and the HUBZone program under section 31;
22
and
23
‘‘(3) provide such other assistance as the Ad-
24
ministrator may determine necessary to assist Na-

‘‘(c) AUTHORIZATION OF APPROPRIATIONS.—There

is authorized to be appropriated to carry out this section
5
$5,000,000 for each of fiscal years.’’.
