To amend the Servicemembers Civil Relief Act to allow certain individuals
to terminate contracts for telephone, multichannel video programming,
or internet access service, and for other purposes.

Mr. CORNYN (for himself, Mr. BLUMENTHAL, Mr. UDALL, and Mrs. BLACK-
BURN) introduced the following bill; which was read twice and referred
to the Committee on Veterans’ Affairs
A BILL
To amend the Servicemembers Civil Relief Act to allow cer-
tain individuals to terminate contracts for telephone,
multichannel video programming, or internet access serv-
ice, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Protecting Families
4
of Fallen Servicemembers Act of 2019’’.

INTERNET ACCESS SERVICE BY CERTAIN IN-

DIVIDUALS UNDER SERVICEMEMBERS CIVIL

RELIEF ACT.

Section 305A(a) of the Servicemembers Civil Relief
6
Act (50 U.S.C. 3956(a)) is amended by adding at the end
7
the following new paragraph:

‘‘(4) ADDITIONAL INDIVIDUALS COVERED.—For
9
purposes of this section, the following individuals
10
shall be treated as a servicemember covered by para-
11
graph (1):
12
‘‘(A) A spouse or dependent of a service-
13
member who dies while in military service or a
14
spouse or dependent of a member of the reserve
15
components who dies while performing duty de-
16
scribed in subparagraph (C).
17
‘‘(B) A spouse or dependent of a service-
18
member who incurs a catastrophic injury or ill-
19
ness (as that term is defined in section 439(g)
20
of title 37, United States Code), if the service-
21
member incurs the catastrophic injury or illness
22
while performing duty described in subpara-
23
graph (C).

‘‘(C) A member of the reserve components
25
performing military service or performing full-

time National Guard duty, active Guard and

Reserve duty, or inactive-duty training (as such

terms are defined in section 101(d) of title 10,
