SHORT TITLE. 3 This Act may be cited as the ‘‘Supporting Healthy 4 Mothers and Infants Act of 2019’’. 5 SEC. 2. and 2 (6) by redesignating subsections (l) through (q) 3 as subsections (m) through (r), respectively, and by 4 inserting after subsection (k) the following: 5 ‘‘(l) ACTIVITIES TO SUPPORT WIC-ELIGIBLE INDI- 6 VIDUALS IMPACTED BY SUBSTANCE USE DISORDER.— 7 ‘‘(1) IN GENERAL.—The Secretary shall— 8 ‘‘(A) develop and disseminate nutrition 9 education materials for individuals eligible for 10 the program; and 11 ‘‘(B) conduct outreach to individuals who 12 are potentially eligible for the program and who 13 are impacted by a substance use disorder. 14 ‘‘(2) PURPOSE.—The purpose of this subsection 15 is to ensure that individuals participating in the pro- 16 gram who are impacted by a substance use disorder 17 receive accurate nutrition education from trained 18 staff in an effective and unbiased manner. 19 ‘‘(3) NUTRITION EDUCATION MATERIALS.—The 20 Secretary shall collaborate with the Secretary of 21 Health and Human Services to develop appropriate 22 evidence-based nutrition education materials for in- 23 dividuals impacted by a substance use disorder, in- 24 cluding— 25 VerDate Sep 11 2014 04:08 Dec 04, 2019 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H5249.IH H5249 kjohnson on DSK79L0C42 with BILLS 5 •HR 5249 IH ‘‘(A) nutrition education materials for indi- 1 viduals with substance use disorder during 2 pregnancy and in the postpartum period; and 3 ‘‘(B) nutrition education materials for in- 4 fants impacted by prenatal substance exposure 5 and neonatal abstinence syndrome. 6 ‘‘(4) NUTRITION EDUCATION CLEARING- 7 HOUSE.—The Secretary shall make available to all 8 State agencies through an online clearinghouse any 9 nutrition education and training materials related to 10 nutrition for individuals impacted by a substance use 11 disorder or neonatal abstinence syndrome that have 12 been produced by the Secretary or the Secretary of 13 Health and Human Services (or produced by a State 14 agency and approved by the Secretary), including 15 educational materials developed under paragraph 16 (15) of section 515(b) of the Public Health Service 17 Act (42 U.S.C. 290bb–21(b)) and guidance issued 18 under section 1005 of the SUPPORT for Patients 19 and Communities Act (42 U.S.C. 1396a note). 20 ‘‘(5) AUTHORIZATION OF APPROPRIATIONS.— 21 There are authorized to be appropriated to carry out 22 this subsection $1,000,000 for fiscal year 2020, to 23 remain available until expended.’’. 24 VerDate Sep 11 2014 04:08 Dec 04, 2019 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H5249.IH H5249 kjohnson on DSK79L0C42 with BILLS 6 •HR 5249 IH (b) CONFORMING AMENDMENTS.—Section 17(q) of 1 the Child Nutrition Act of 1966 (42 U.S.C. 1786(q)), as 2 redesignated by subsection (a) is amended— 3 (1) in paragraph (1), by striking ‘‘subsection 4 (o)(1)(A)’’ and inserting ‘‘subsection (p)(1)(A)’’;
