A BILL
To direct the Comptroller General of the United States to
conduct a study and submit a report on the Federal
Government’s ability to hire and retain Chinese-lan-
guage-capable employees, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. STUDY AND REPORT ON THE FEDERAL GOV-
3
ERNMENT’S ABILITY TO HIRE AND RETAIN
4
CHINESE-LANGUAGE-CAPABLE EMPLOYEES.

(a) STUDY AND REPORT.—Not later than 6 months
6
after the date of enactment of this Act, the Comptroller
7
General of the United States shall conduct a study of the

Federal Government’s ability to hire Chinese-language-ca-
1
pable employees and submit to Congress a report, which
2
shall include—
3
(1) the process for determining Federal posi-
4
tions that require employees to have Chinese-lan-
5
guage-capability;
6
(2) the process for determining whether the em-
7
ployee possesses Chinese-language-capability;
8
(3) the process for hiring Chinese-language-ca-
9
pable employees, including any applicable back-
10
ground and clearance investigations;
11
(4) the extent to which Federal agencies are
12
hiring employees with Chinese-language-capability
13
for Federal positions that require Chinese-language-
14
capability;
15
(5) the effects, if any, on a Federal agency’s
16
ability to perform its mission in areas requiring em-
17
ployees with Chinese-language-capability with their
18
current manpower; and
19
(6) recommendations, if any, on how to address
20
identified shortfalls in the hiring and retaining of
21
Chinese-language-capable employees.

(b) DEFINITION.—For the purpose of this Act, the
1
term ‘‘Chinese-language-capable’’ means the ability to
2
communicate in any major Chinese dialect.
