Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Pathway to Stable and 4 Affordable Housing for All Act’’. 5 SEC. 2. FINDINGS. 6 Congress finds that— 7 (1) the 2018 point-in-time counts by the De- 8 partment of Housing and Urban Development esti- 9 mated that there were approximately 552,830 people 10 VerDate Sep 11 2014 02:22 Nov 30, 2019 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S2946.IS S2946 kjohnson on DSK79L0C42 with BILLS 2 •S 2946 IS experiencing homelessness on a single night in 2018, 1 including nearly 160,000 children and youth; 2 (2) the number of people experiencing homeless- 3 ness described in paragraph (1) represents 17 out of 4 every 10,000 people in the United States; 5 (3) steps taken by the current Administration 6 stand to limit access to programs that support indi- 7 viduals experiencing hardship in the United States, 8 which could potentially increase the number of those 9 who experience homelessness; 10 (4) experts estimate that fully funding housing 11 vouchers and providing an additional 12 $40,000,000,000 in funding to the Housing Trust 13 Fund each year could eliminate homelessness and 14 housing poverty; and 15 (5) the Federal Government must reiterate its 16 commitment to ending homelessness and take ac- 17 tionable steps to do so. 18 SEC. 3.
