PROHIBITING MEMBER OFFICIAL TRAVEL UNTIL 1 ALL APPROPRIATIONS BILLS ENACTED. 2 (a) PROHIBITION.—If, by the first day of a fiscal 3 year, each of the regular appropriation bills for such fiscal 4 year has not been enacted into law, no appropriated funds, 5 including official funds of the House of Representatives, 6 official funds of the Senate, or funds available under any 7 Federal law, rule, or regulation, may be used to pay for 8 the costs of travel by a Member of Congress until each 9 such bill is enacted into law. 10 (b) EXCEPTIONS.— 11 (1) TRAVEL BY MEMBER TO WASHINGTON MET- 12 ROPOLITAN AREA.—Subsection (a) does not apply 13 with respect to travel by a Member of Congress to 14 the Washington Metropolitan Area. 15 (2) EMERGENCY.—Subsection (a) shall not 16 apply with respect to travel by a Member of Con- 17 gress in response to an emergency, as determined— 18 (A) by the Speaker of the House of Rep- 19 resentatives (with the concurrence of the minor- 20 ity leader of the House of Representatives), in 21 the case of a Representative in, or Delegate or 22 Resident Commissioner to, the Congress; or 23 (B) by the majority leader of the Senate 24 (with the concurrence of the minority leader of 25 the Senate), in the case of a Senator. 26 VerDate Sep 11 2014 02:16 Dec 04, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5226.IH H5226 kjohnson on DSK79L0C42 with BILLS 3 •HR 5226 IH (c) DEFINITIONS.—In this section— 1 (1) the term ‘‘Member of Congress’’ means a 2 Senator or Representative in, or Delegate or Resi- 3 dent Commissioner to, the Congress; 4 (2) the term ‘‘regular appropriation bill’’ means 5 any annual appropriation bill which, with respect to 6 the Congress involved, is under the jurisdiction of a 7 single subcommittee of the Committee on Appropria- 8 tions of the House of Representatives (pursuant to 9 the Rules of the House of Representatives for that 10 Congress) and a single subcommittee of the Com- 11 mittee on Appropriations of the Senate (pursuant to 12 the Standing Rules of the Senate); and 13 (3) the term ‘‘Washington Metropolitan Area’’ 14 means the District of Columbia, the Counties of 15 Montgomery and Prince Georges in Maryland, and 16 the Counties of Arlington, Fairfax, Loudon, and 17 Prince William and the Cities of Alexandria and 18 Falls Church in Virginia. 19 (d) EFFECTIVE DATE.—This section shall apply with 20 respect to travel taken by a Member of Congress on or 21 after the date of the enactment of this Act. 22 SEC. 3.
