introduced the following bill; which was read twice and referred to the
Committee on Health, Education, Labor, and Pensions
A BILL
To amend the Higher Education Act of 1965 to reauthorize
the University Sustainability Program.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Higher Education Sus-
4
tainability Act of 2019’’.
5
SEC. 2. UNIVERSITY SUSTAINABILITY PROGRAM AMEND-
6
MENTS.

Section 881 of the Higher Education Act of 1965 (20
8
U.S.C. 1161u) is amended—

(1) in subsection (a)—

(A) by striking paragraph (1) and insert-

ing the following:

‘‘(1) IN GENERAL.—From the amounts appro-
3
priated to carry out this section, the Secretary, in
4
consultation with the Administrator of the Environ-
5
mental Protection Agency, shall make grants to eli-
6
gible entities to establish sustainability programs to
7
design and implement the teaching and practice of
8
sustainability, including in the areas of staff and
9
faculty professional development, energy manage-
10
ment, greenhouse gas emissions reductions, green
11
building, waste management, transportation, resil-
12
ience, green workforce, and other aspects of sustain-
13
ability that integrate the local community with mul-
14
tidisciplinary academic programs and are applicable
15
to the private and government sectors.’’; and
16
(B) by striking paragraph (3)(B) and in-
17
serting the following:
18
‘‘(B) a nonprofit consortium, association,
19
alliance, or collaboration operating in partner-
20
ship with more than 1 institution of higher edu-
21
cation.’’;
