To amend the Workforce Innovation and Opportunity Act
to establish a fund to provide support services for indi-
viduals participating in certain training activities under
such Act.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Empowering Individ-
4
uals to Succeed Through Education and Workforce Train-
5
ing Act’’.

SEC. 2. SUPPORTIVE SERVICES TRAINING FUND.

Subtitle D of chapter 4 of the Workforce Innovation
2
and Opportunity Act (29 U.S.C. 3206) is amended—
3
(1) by redesignating section 172 as section 173;
4
and
5
(2) by adding after section 171 the following
6
new section:

‘‘SEC. 172. SUPPORTIVE SERVICES TRAINING FUND.
8
‘‘(a) ESTABLISHMENT OF A SUPPORTIVE SERVICES
9
TRAINING FUND.—From the amounts appropriated to
10
carry out this section, the Secretary shall award competi-
11
tive grants to local boards, a consortium of local boards,
12
or a State board acting on behalf of or in partnership with
13
a consortium of local boards to provide support services
14
for individuals participating in training activities covered
15
under section 134(c)(3) of title I and section 231 of title
16
II of this Act.

‘‘(b) APPLICATION.—To receive a grant under this
18
subsection a local board shall submit to the Secretary an
19
application describing how the local board (or State board)
20
plans to partner with other organizations, including the
21
State agency responsible for administering the State pro-
22
gram for temporary assistance for needy families (TANF)
23
funded under part A of title IV of the Social Security Act
24
and the supplemental nutrition assistance program under
25
the Food and Nutrition Act of 2008 (7 U.S.C. 2012 et

seq.), to provide specific support services, and in such

manner, at such time, and containing such information as
2
the Secretary may require.

‘‘(c) USE OF FUNDS.—
4
‘‘(1) PARTICIPANT
ELIGIBILITY.—Individuals
5
participating in training services covered under sec-
6
tion 134(c)(3) of title I or section 231 of title II of
7
this Act are eligible to receive support services pro-
8
vided under this section.
9
‘‘(2) QUALIFIED SUPPORT SERVICES.—Support
10
services to be provided under this section are those
11
described in section 3(59) of the this Act, or other
12
support services not covered under such section that
13
a grantee identifies as important for an individual to
14
successfully complete training services covered under
15
this section.
16
‘‘(d) AMOUNT.—The amount of an individual grant
17
awarded under this section shall not exceed more than
18
$2,000,000 per year.
19
‘‘(e) AUTHORIZATION OF APPROPRIATIONS.—There
20
are authorized to be appropriated to carry out this section
21
such sums as may be necessary.’’.
