SHORT TITLE. 1 This Act may be cited as the ‘‘Women Who Worked 2 on the Home Front World War II Memorial Act’’. 3 SEC. 2. AUTHORIZATION TO ESTABLISH COMMEMORATIVE 4 WORK. 5 (a) IN GENERAL.—The Women Who Worked on the 6 Home Front Foundation may establish a commemorative 7 work on Federal land in the District of Columbia and its 8 environs to commemorate the commitment and service 9 represented by women who worked on the home front dur- 10 ing World War II. 11 (b) COMPLIANCE WITH STANDARDS FOR COMMEMO- 12 RATIVE WORKS.—The establishment of the commemora- 13 tive work under this section shall be in accordance with 14 chapter 89 of title 40, United States Code (commonly 15 known as the ‘‘Commemorative Works Act’’). 16 (c) PROHIBITION ON THE USE OF FEDERAL 17 FUNDS.— 18 (1) IN GENERAL.—Federal funds may not be 19 used to pay any expense of the establishment of the 20 commemorative work under this section. 21 (2) RESPONSIBILITY OF WOMEN WHO WORKED 22 ON THE HOME FRONT FOUNDATION.—The Women 23 Who Worked on the Home Front Foundation shall 24 be solely responsible for acceptance of contributions 25 VerDate Sep 11 2014 01:17 Oct 20, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5068.RFS H5068 pamtmann on DSKBC07HB2PROD with BILLS 3 HR 5068 RFS for, and payment of the expenses of, the establish- 1 ment of the commemorative work under this section. 2 (d) DEPOSIT OF EXCESS FUNDS.— 3 (1) IN GENERAL.—If upon payment of all ex- 4 penses for the establishment of the memorial (in- 5 cluding the maintenance and preservation amount 6 required by section 8906(b)(1) of title 40, United 7 States Code), there remains a balance of funds re- 8 ceived for the establishment of the commemorative 9 work, the Women Who Worked on the Home Front 10 Foundation shall transmit the amount of the balance 11 to the Secretary of the Interior for deposit in the ac- 12 count provided for in section 8906(b)(3) of title 40, 13 United States Code. 14 (2) ON EXPIRATION OF AUTHORITY.—If upon 15 expiration of the authority for the commemorative 16 work under section 8903(e) of title 40, United 17 States Code, there remains a balance of funds re- 18 ceived for the establishment of the commemorative 19 work, the Women Who Worked on the Home Front 20 Foundation shall transmit the amount of the balance 21 to a separate account with the National Park Foun- 22 dation for memorials, to be available to the Sec- 23 retary of the Interior or Administrator (as appro- 24 priate) following the process provided in section 25 VerDate Sep 11 2014 01:17 Oct 20, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H5068.RFS H5068 pamtmann on DSKBC07HB2PROD with BILLS 4 HR 5068 RFS 8906(b)(4) of title 40, United States Code, for ac- 1 counts established under section 8906(b)(2) or (3) 2 of title 40, United States Code. 3 SEC. 3. DETERMINATION OF BUDGETARY EFFECTS. 4 The budgetary effects of this Act, for the purpose of 5 complying with the Statutory Pay-As-You-Go Act of 2010, 6 shall be determined by reference to the latest statement 7 titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this 8 Act, submitted for printing in the Congressional Record 9 by the Chairman of the House Budget Committee, pro- 10 vided that such statement has been submitted prior to the 11 vote on passage. 12 Passed the House of Representatives October 1, 2020.
