AUTHORIZATION TO ESTABLISH COMMEMORA- 3 TIVE WORK. 4 (a) IN GENERAL.—The National Medal of Honor 5 Museum Foundation may establish a commemorative work 6 VerDate Sep 11 2014 23:13 Nov 27, 2019 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H5173.IH H5173 kjohnson on DSK79L0C42 with BILLS 2 •HR 5173 IH on Federal land in the District of Columbia and its envi- 1 rons to honor members of the Armed Forces who received 2 the Medal of Honor. 3 (b) COMPLIANCE WITH STANDARDS FOR COMMEMO- 4 RATIVE WORKS.—The establishment of the commemora- 5 tive work under this section shall be in accordance with 6 chapter 89 of title 40, United States Code (commonly 7 known as the ‘‘Commemorative Works Act’’). 8 (c) PROHIBITION ON THE USE OF FEDERAL 9 FUNDS.— 10 (1) IN GENERAL.—Federal funds may not be 11 used to pay any expense of the establishment of the 12 commemorative work under this section. 13 (2) RESPONSIBILITY OF THE NATIONAL MEDAL 14 OF HONOR MUSEUM FOUNDATION.—The National 15 Medal of Honor Museum Foundation shall be solely 16 responsible for acceptance of contributions for, and 17 payment of the expenses of, the establishment of the 18 commemorative work under this section. 19 (d) DEPOSIT OF EXCESS FUNDS.— 20 (1) IN GENERAL.—If upon payment of all ex- 21 penses for the establishment of the commemorative 22 work under this section (including the maintenance 23 and preservation amount required by section 24 8906(b)(1) of title 40, United States Code), there 25 VerDate Sep 11 2014 23:13 Nov 27, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5173.IH H5173 kjohnson on DSK79L0C42 with BILLS 3 •HR 5173 IH remains a balance of funds received for the estab- 1 lishment of the commemorative work, the National 2 Medal of Honor Museum Foundation shall transmit 3 the amount of the balance to the Secretary of the 4 Interior for deposit in the account provided for in 5 section 8906(b)(3) of title 40, United States Code. 6 (2) ON EXPIRATION OF AUTHORITY.—If upon 7 expiration of the authority for the commemorative 8 work under section 8903(e) of title 40, United 9 States Code, there remains a balance of funds re- 10 ceived for the establishment of the commemorative 11 work, the National Medal of Honor Museum Foun- 12 dation shall transmit the amount of the balance to 13 a separate account with the National Park Founda- 14 tion for memorials, to be available to the Secretary 15 of the Interior or Administrator (as appropriate) fol- 16 lowing the process provided in section 8906(b)(4) of 17 title 40, United States Code, for accounts estab- 18 lished under 8906(b)(2) or (3) of title 40, United 19 States Code. 20 SEC. 2.
