Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Insulin Affordability 4 Data Collection Act’’. 5 SEC. 2. STUDY AND REPORT ON THE AFFORDABILITY OF 6 INSULIN. 7 The Secretary of Health and Human Services (re- 8 ferred to in this section as the ‘‘Secretary’’), acting 9 VerDate Sep 11 2014 01:56 Nov 20, 2019 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S2855.IS S2855 pamtmann on DSKBC07HB2PROD with BILLS 2 •S 2855 IS through the Assistant Secretary for Planning and Evalua- 1 tion, shall— 2 (1) conduct a study that examines— 3 (A) for each type or classification of diabe- 4 tes (including type 1 diabetes, type 2 diabetes, 5 gestational diabetes, and other conditions caus- 6 ing reliance on insulin), the effect of the afford- 7 ability of insulin on— 8 (i) adherence to insulin prescriptions; 9 (ii) rates of diabetic ketoacidosis; 10 (iii) downstream impacts of insulin 11 adherence, including rates of dialysis treat- 12 ment and end-stage renal disease; 13 (iv) spending by Federal health pro- 14 grams on acute episodes that could have 15 been averted by adhering to an insulin pre- 16 scription; and 17 (v) other factors, as appropriate, to 18 understand the impacts of insulin afford- 19 ability on health outcomes, Federal Gov- 20 ernment spending (including under the 21 Medicare program under title XVIII of the 22 Social Security Act (42 U.S.C. 1395 et 23 seq.) and the Medicaid program under title 24 XIX of the Social Security Act (42 U.S.C. 25 VerDate Sep 11 2014 01:56 Nov 20, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2855.IS S2855 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 2855 IS 1396 et seq.)), and insured and uninsured 1 individuals with diabetes; and 2 (B) among individuals who are unable to 3 afford insulin, the numbers of such individ- 4 uals— 5 (i) who are uninsured; 6 (ii) who are covered under private 7 health insurance; and 8 (iii) who are covered under public 9 health insurance programs; and 10 (2) not later than 2 years after the date of en- 11 actment of this Act, submit to Congress a report on 12 the study conducted under paragraph (1). 13 Æ VerDate Sep 11 2014 01:56 Nov 20, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S2855.IS S2855 pamtmann on DSKBC07HB2PROD with BILLS
