A BILL
To provide access to Federal public benefits for aliens, with-
out regard to the immigration status of that alien, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘A Just Society: The
4
Embrace Act’’.

SEC. 2. FEDERAL PUBLIC BENEFIT ACCESSIBILITY FOR
6
ALIENS.

(a) IN GENERAL.—Notwithstanding any other provi-
8
sion of law (including title IV of the Personal Responsi-

bility and Work Opportunity Reconciliation Act of 1996

(8 U.S.C. 1601 et seq.)), an individual who is an alien
2
(without regard to the immigration status of that alien)
3
may not be denied any Federal public benefit solely on
4
the basis of the individual’s immigration status.

(b) DEFINITION.—For purposes of this section, the
6
term ‘‘Federal public benefit’’ means—
7
(1) any grant, contract, loan, professional li-
8
cense, or commercial license provided by an agency
9
of the United States or by appropriated funds of the
10
United States; and
11
(2) any retirement, welfare, health, disability,
12
public or assisted housing, postsecondary education,
13
food assistance, unemployment benefit, or any other
14
similar benefit for which payments or assistance are
15
provided to an individual, household, or family eligi-
16
bility unit by an agency of the United States or by
17
appropriated funds of the United States.
