ELIMINATION OF DEPARTMENT OF HOMELAND SE- 1 CURITY REPORTS. 2 (a) CONSOLIDATION OF REPORTS ON ANTIDUMPING 3 AND COUNTERVAILING DUTIES.—Section 691(a) of the 4 North American Free Trade Agreement Implementation 5 Act (19 U.S.C. 167 1 7l) is amended— 6 (1) by striking the subsection heading and in- 7 serting the following: ‘‘REPORT ON ANTIDUMPING 8 AND COUNTERVAILING DUTY COLLECTIONS AND 9 OTHER RELATED MATTERS’’; 10 (2) by striking ‘‘The’’ and inserting the fol- 11 lowing: ‘‘(1) IN GENERAL.—Not later than April 30 12 each year, the’’; 13 (3) in paragraph (1), as designated by para- 14 graph (2) of this section— 15 (A) by striking ‘‘before the 60th day of 16 each fiscal year after fiscal year 1994’’; and 17 (B) by striking ‘‘preceding fiscal year’’ and 18 inserting ‘‘most recently completed fiscal year’’; 19 and 20 (4) by adding at the end the following: 21 ‘‘(2) ADDITIONAL MATTERS.— 22 ‘‘(A) IN GENERAL.—If the Commissioner 23 prepares a report described in subparagraph 24 (B) for a fiscal year, the Commissioner shall 25 VerDate Sep 11 2014 01:39 Jun 02, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2769.RS S2769 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 2769 RS submit any such report with the report required 1 under paragraph (1) for that year. 2 ‘‘(B) REPORTS DESCRIBED.—The reports 3 described in this subparagraph are the following 4 reports specified in Senate Report 114–264 5 (2017), accompanying S. 3001, 114th Con- 6 gress: 7 ‘‘(i) AD/CVD Actions and Compliance 8 Initiatives. 9 ‘‘(ii) AD/CVD Liquidation Instruc- 10 tions. 11 ‘‘(iii) AD/CVD Collection of Out- 12 standing Claims. 13 ‘‘(iv) AD/CVD Collection New Shipper 14 Single Entry Bonds.’’. 15 (b) DISASTER RELIEF FUND REPORTING REQUIRE- 16 MENTS.—Paragraph (2) under the heading ‘‘DISASTER 17 RELIEF FUND (INCLUDING TRANSFER OF FUNDS)’’ under 18 the heading ‘‘FEDERAL EMERGENCY MANAGEMENT 19 AGENCY’’ in title I of the Department of Homeland Secu- 20 rity Appropriations Act, 2015 (Public Law 114–4; 129 21 Stat. 55) is amended, in the matter preceding subpara- 22 graph (A), by striking ‘‘fifth day of each month’’ and in- 23 serting ‘‘fifth business day of each month’’. 24 VerDate Sep 11 2014 01:39 Jun 02, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S2769.RS S2769 pamtmann on DSKBC07HB2PROD with BILLS 4 •S 2769 RS (c) DEPARTMENT OF HOMELAND SECURITY COLLEC- 1 TION OF CONFERENCE FEES REPORT.—Section 554 of 2 the Department of Homeland Security Appropriations 3 Act, 2010 (6 U.S.C. 469a) is amended by striking ‘‘: Pro- 4 vided further’’ and all that follows through ‘‘prior fiscal 5 year’’. 6 (d) FEDERAL PROTECTION SERVICES FEES CERTIFI- 7 CATION.—Title III of division F of the joint explanatory 8 statement of the committee of conference accompanying 9 the Consolidated Appropriations Act, 2017 (Public Law 10 115–31) is amended, under the heading ‘‘FEDERAL PRO- 11 TECTION SERVICE’’ under the heading ‘‘NATIONAL PRO- 12 TECTION AND PROGRAMS DIRECTORATE’’, by striking 13 ‘‘The Secretary and the Director of OMB shall certify in 14 writing to the Committees, not later than 60 days after 15 the date of enactment of this Act, that FPS operations 16 will be fully funded in fiscal year 2017 through the collec- 17 tion of security fees. Should sufficient revenue not be col- 18 lected to fully fund operations, an expenditure plan is re- 19 quired describing how security risks will be adequately ad- 20 dressed.’’. 21 (e) UNDER SECRETARY FOR MANAGEMENT QUAR- 22 TERLY STAFFING REQUIREMENT.—Title I of division F 23 of the joint explanatory statement of the committee of con- 24 ference accompanying the Department of Homeland Secu- 25 VerDate Sep 11 2014 01:39 Jun 02, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6401 E:\BILLS\S2769.RS S2769 pamtmann on DSKBC07HB2PROD with BILLS 5 •S 2769 RS rity Appropriations Act, 2017 (Public Law 115–31) is 1 amended, under the heading ‘‘OFFICE OF THE CHIEF FI- 2 NANCIAL OFFICER’’ under the heading ‘‘OFFICE OF THE 3 SECRETARY AND EXECUTIVE MANAGEMENT’’ under the 4 heading ‘‘DEPARTMENTAL MANAGEMENT, OPER- 5 ATIONS, INTELLIGENCE, AND OVERSIGHT’’, by 6 striking the following: ‘‘The Department shall continue 7 submitting obligation plans to the Committees on a quar- 8 terly basis, with the first plan due with-in 45 days of en- 9 actment of this Act. These plans shall be consistent with 10 direction provided in the explanatory statement accom- 11 panying Public Law 114–113, which required comparisons 12 of planned and actual obligations, by PPA, of all salaries 13 and benefits funding.’’. 14 (f)(e) TRANSPORTATION SECURITY ADMINISTRATION 15 REPORT ON UNCLAIMED MONEY AT AIRPORTS.—Section 16 515(b) of the Department of Homeland Security Appro- 17 priations Act, 2005 (Public Law 108–334; 49 U.S.C. 18 44945 note) is repealed. 19 (g)(f) GENEALOGY FEE.—Section 286(t) of the Im- 20 migration and Nationality Act (8 U.S.C. 1356(t)) is 21 amended— 22 (1) by striking paragraph (2); and 23 (2) by redesignating paragraph (3) as para- 24 graph (2). 25 VerDate Sep 11 2014 01:39 Jun 02, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S2769.RS S2769 pamtmann on DSKBC07HB2PROD with BILLS 6 •S 2769 RS SEC. 3. ELIMINATION OF GENERAL SERVICES ADMINISTRA- 1 TION REPORTS. 2 (a) REIMBURSEMENT FOR COST OF TRAVEL.—Sec- 3 tion 5707(b) of title 5, United States Code, is amended— 4 (1) by striking paragraph (1); 5 (2) by redesignating paragraph (2) as para- 6 graph (1); and 7 (3) by adding at the end the following: 8 ‘‘(2)(A) As part of each report submitted under 9 paragraph (1)(C), the Administrator shall conduct 10 an investigation of the cost of travel and the oper- 11 ation of privately owned airplanes and privately 12 owned motorcycles by employees while engaged on 13 official business. 14 ‘‘(B) In conducting each investigation required 15 under subparagraph (A), the Administrator shall re- 16 view and analyze, among other factors— 17 ‘‘(i) depreciation of original vehicle cost; 18 ‘‘(ii) gasoline and oil (excluding taxes); 19 ‘‘(iii) maintenance, accessories, parts, and 20 tires; 21 ‘‘(iv) insurance; and 22 ‘‘(v) State and Federal taxes.’’. 23 (b) USE OF PHOTOVOLTAIC ENERGY IN PUBLIC 24 BUILDINGS.—Section 3177(a)(4) of title 40, United 25 States Code, is amended, in the matter preceding subpara- 26 VerDate Sep 11 2014 01:39 Jun 02, 2020 Jkt 099200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\S2769.RS S2769 pamtmann on DSKBC07HB2PROD with BILLS 7 •S 2769 RS graph (A), by striking ‘‘The Administrator’’ and inserting 1 ‘‘If the Administrator establishes the program under sub- 2 section (a)(1), the Administrator’’. 3 SEC. 4. ELIMINATION OF NATIONAL ARCHIVES AND 4 RECORDS ADMINISTRATION REPORTS. 5 (a) OFFICE OF GOVERNMENT INFORMATION SERV- 6 ICES ANNUAL REPORT.—Section 552(h)(4) of title 5, 7 United States Code, is amended— 8 (1) in subparagraph (A)— 9 (A) in the matter preceding clause (i), by 10 striking ‘‘Not less frequently’’ and all that fol- 11 lows through ‘‘President’’ and inserting ‘‘The 12 Director of the Office of Government Informa- 13 tion Services shall make available for public in- 14 spection in an electronic format and update not 15 less frequently than annually’’; and 16 (B) in clause (i), by striking ‘‘a report on’’; 17 (2) by striking subparagraph (B); 18 (3) by redesignating subparagraph (C) as sub- 19 paragraph (B); and 20 (4) in subparagraph (B), as so redesignated— 21 (A) by striking ‘‘before’’ and inserting ‘‘, 22 before making the information described in sub- 23 paragraph (A) available for public inspection 24 or’’; and 25 VerDate Sep 11 2014 01:39 Jun 02, 2020 Jkt 099200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\S2769.RS S2769 pamtmann on DSKBC07HB2PROD with BILLS 8 •S 2769 RS (B) by inserting ‘‘publications or’’ before 1 ‘‘submissions’’. 2 (b) NHPRC AND TRUST FUND ANNUAL REPORTS.— 3 (1) IN GENERAL.—Chapter 21 of title 44, 4 United States Code, is amended by repealing section 5 2106. 6 (2) TECHNICAL AND CONFORMING AMEND- 7 MENT.—The table of sections for chapter 21 of title 8 44, United States Code, is amended by striking the 9 item relating to section 2106. 10 (c) QUARTERLY REPORT ON FEDERAL RECORDS 11 CENTERS REVOLVING FUND.—The matter under the 12 heading ‘‘RECORDS CENTER REVOLVING FUND’’ under the 13 heading ‘‘NATIONAL ARCHIVES AND RECORDS ADMINIS- 14 TRATION’’ under title IV of the Treasury and General Gov- 15 ernment Appropriations Act, 2000 (44 U.S.C. 2901 note) 16 is amended by striking subsection (e). 17 SEC. 5.
