To direct the Secretary of Veterans Affairs to establish quali-
fications for the human resources positions within the
Veterans Health Administration of the Department of
Veterans Affairs, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘VA Hospitals Estab-
4
lishing Leadership Performance Act’’.

SEC. 2. QUALIFICATIONS FOR HUMAN RESOURCES POSI-

TIONS WITHIN THE VETERANS HEALTH AD-

MINISTRATION OF THE DEPARTMENT OF

VETERANS AFFAIRS.

(a) ESTABLISHMENT
OF
QUALIFICATIONS.—Not
5
later than 180 days after the date of the enactment of
6
this Act, the Secretary of Veterans Affairs shall—
7
(1) establish qualifications for each human re-
8
sources position within the Veterans Health Admin-
9
istration of the Department of Veterans Affairs;
10
(2) establish standardized performance metrics
11
for each such position; and
12
(3) submit to Congress a report containing the
13
qualifications and standardized performance metrics
14
established under paragraphs (1) and (2).

(b) REPORT.—Not later than 180 days after the es-
16
tablishment of the qualifications and performance metrics
17
under subsection (a), the Comptroller General of the
18
United States shall submit to the Committee on Veterans’
19
Affairs of the House of Representatives and the Com-
20
mittee on Veterans’ Affairs of the Senate a report con-
21
taining—
22
(1) a description of the implementation of such
23
qualifications and performance metrics; and
24
(2) an assessment of the quality of such quali-
25
fications and performance metrics.

SEC. 3. NO ADDITIONAL FUNDS AUTHORIZED.

No additional funds are authorized to be appro-
2
priated to carry out the requirements of this Act. Such
3
requirements shall be carried out using amounts otherwise
4
authorized to be appropriated.
