SHORT TITLE. 1 This Act may be cited as the ‘‘Artistic Recognition 2 for Talented Students Act’’ or the ‘‘ARTS Act’’. 3 SEC. 2. WAIVER OF FEES FOR WINNERS OF CERTAIN COM- 4 PETITIONS. 5 Section 708 of title 17, United States Code, is 6 amended by adding at the end the following: 7 ‘‘(e)(1) In this subsection, the term ‘covered competi- 8 tion’ means— 9 ‘‘(A) an art competition sponsored by the Con- 10 gressional Institute that is open only to high school 11 students; or 12 ‘‘(B) the competition established under section 13 3 of House Resolution 77, 113th Congress, agreed 14 to February 26, 2013. 15 ‘‘(2) With respect to a work that wins a covered com- 16 petition, the Register of Copyrights— 17 ‘‘(A) shall waive the requirement under sub- 18 section (a)(1) with respect to an application for reg- 19 istration of a copyright claim for that work if that 20 application is submitted to the Copyright Office not 21 later than the last day of the calendar year following 22 the year in which the work claimed by the applica- 23 tion wins the covered competition (referred to in this 24 paragraph as the ‘covered year’); and 25 VerDate Sep 11 2014 22:40 Dec 18, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2824.RFH S2824 kjohnson on DSK79L0C42 with BILLS 3 S 2824 RFH ‘‘(B) may waive a fee described in subpara- 1 graph (A) for an application submitted after the end 2 of the covered year if the fee would have been 3 waived under that subparagraph had the application 4 been submitted before the last day of the covered 5 year.’’. 6 Passed the Senate December 16, 2019.
