Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 1 Congress finds the following: 2 (1) Nearing two decades after the September 3 11 attacks against the United States, America con- 4 tinues the Global War on Terrorism, at great per- 5 sonal cost to men and women serving on active duty 6 in the Nation’s Armed Forces and to those whose 7 support they depend upon to fulfill their duties. 8 (2) Civil servants from Federal agencies, the in- 9 telligence community, local emergency responders, 10 and other civilian support personnel have made sig- 11 nificant sacrifices in their service in the Global War 12 on Terrorism. 13 (3) Honoring the losses endured by these indi- 14 viduals and their families, in 2017 Congress unani- 15 mously passed and the President signed Public Law 16 115–51, which allowed the Global War on Terrorism 17 Memorial Foundation to establish a memorial to the 18 fallen on Federal land in the District of Columbia. 19 (4) Given the significance of the Global War on 20 Terrorism as the longest-running conflict in United 21 States history and the magnitude of the sacrifice in- 22 volved in these operations, it is appropriate to locate 23 the memorial to the Global War on Terrorism within 24 the Reserve alongside existing memorials to the Na- 25 tion’s major armed conflicts. 26 VerDate Sep 11 2014 22:24 Nov 21, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5046.IH H5046 kjohnson on DSK79L0C42 with BILLS 3 •HR 5046 IH SEC. 3. NATIONAL GLOBAL WAR ON TERRORISM MEMORIAL 1 LOCATION. 2 (a) AUTHORIZATION.—Notwithstanding section 3 8908(c) of title 40, United States Code, the Global War 4 on Terrorism Memorial Foundation may establish a Na- 5 tional Global War on Terrorism Memorial within the Re- 6 serve. 7 (b) LOCATION.—The Memorial shall be located at one 8 of the following sites, as identified in and consistent with 9 the document known as ‘‘The Memorials and Museums 10 Master Plan’’: 11 (1) Potential Site 1—Constitution Gardens, 12 Prime Candidate Site 10 in The Memorials and Mu- 13 seums Master Plan. 14 (2) Potential Site 2—JFK Hockey Fields, 15 Prime Candidate Site 18 in The Memorials and Mu- 16 seums Master Plan. 17 (3) Potential Site 3—West Potomac Park, Can- 18 didate Site 70 in The Memorials and Museums Mas- 19 ter Plan. 20 (c) COMMEMORATIVE WORKS ACT.—Except as other- 21 wise provided by subsections (a) and (b), chapter 89 of 22 title 40, United States Code (commonly known as the 23 ‘‘Commemorative Works Act’’), shall apply to the Memo- 24 rial. 25 VerDate Sep 11 2014 22:24 Nov 21, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H5046.IH H5046 kjohnson on DSK79L0C42 with BILLS 4 •HR 5046 IH (d) DEFINITIONS.—For the purposes of this section, 1 the following definitions apply— 2 (1) MEMORIAL.—The term ‘‘Memorial’’ means 3 the National Global War on Terrorism Memorial au- 4 thorized by subsection (a). 5 (2) RESERVE.—The term ‘‘Reserve’’ has the 6 meaning given that term in 8902(a)(3) of title 40, 7 United States Code. 8 Æ VerDate Sep 11 2014 22:24 Nov 21, 2019 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H5046.IH H5046 kjohnson on DSK79L0C42 with BILLS
