Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Darren Drake Act’’. 4 SEC. 2. FINDINGS. 5 Congress makes the following findings: 6 VerDate Sep 11 2014 02:31 Nov 08, 2019 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H4942.IH H4942 pamtmann on DSKBC07HB2PROD with BILLS 2 •HR 4942 IH (1) From 2013 through 2017, terrorists carried 1 out 25 known vehicle ramming attacks in North 2 America and Western Europe, resulting in 156 fa- 3 talities and 790 injuries. 4 (2) The Islamic State of Iraq and the Levant, 5 or ISIS, was designated by the Department of State 6 as a foreign terrorist organization on December 17, 7 2004, and was designated as a Specially Designated 8 Global Terrorist (SDGT) on October 15, 2004. 9 (3) Al-Qa’ida and the Islamic State have pro- 10 moted vehicle attacks for years, including in Inspire, 11 the online magazine of al-Qa’ida and in Rumiya, the 12 magazine of the Islamic State. 13 (4) The Islamic State calls upon its followers to 14 conduct vehicle ramming attacks by buying, renting, 15 stealing, or borrowing trucks and targeting large 16 outdoor events, crowded pedestrian streets, outdoor 17 markets and rallies. 18 (5) On November 21, 2017, a grand jury in the 19 Southern District of New York returned a 22-count 20 indictment against the perpetrator of an alleged ve- 21 hicular terrorist attack carried out in the name of 22 the designated foreign terrorist organization the Is- 23 lamic State in lower Manhattan on October 31, 24 2017, which killed eight people, including Darren 25 VerDate Sep 11 2014 02:31 Nov 08, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4942.IH H4942 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 4942 IH Drake of New Milford, New Jersey, and injured 12 1 more. 2 (6) On March 27, 2019, an Ohio man plead 3 guilty to 29 Federal hate crimes for driving a car 4 into a crowd of counter-protestors in Charlottesville, 5 Virginia, on August 12, 2017, killing one woman 6 and injuring dozens. 7 (7) The automotive sale and rental industry has 8 been a leader in strengthening security measures, 9 working with government agencies and officials in- 10 cluding the Department of Homeland Security, 11 Transportation Security Administration, and the 12 Federal Bureau of Investigation, and continuing to 13 innovate and improve to better protect its customers, 14 employees, assets, and the general public. 15 SEC. 3.
