Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. WAIVER OF FEES FOR WINNERS OF CERTAIN COM- 1 PETITIONS. 2 Section 708 of title 17, United States Code, is 3 amended by adding at the end the following new sub- 4 section: 5 ‘‘(e)(1) In this subsection, the term ‘covered competi- 6 tion’ means— 7 ‘‘(A) an art competition sponsored by the Con- 8 gressional Institute that is open only to high school 9 students; and 10 ‘‘(B) the competition described in section 3 of 11 H.
