A BILL
To amend section 708 of title 17, United States Code, to
permit the Register of Copyrights to waive fees for filing
an application for registration of a copyright claim in
certain circumstances, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Artistic Recognition
4
for Talented Students Act’’ or the ‘‘ARTS Act’’.

SEC. 2. WAIVER OF FEES FOR WINNERS OF CERTAIN COM-

PETITIONS.

Section 708 of title 17, United States Code, is
3
amended by adding at the end the following new sub-
4
section:
5
‘‘(e)(1) In this subsection, the term ‘covered competi-
6
tion’ means—
7
‘‘(A) an art competition sponsored by the Con-
8
gressional Institute that is open only to high school
9
students; and
10
‘‘(B) the competition described in section 3 of
11
H. Res. 77, as adopted by the 113th Congress.

‘‘(2) With respect to a work that wins a covered com-
13
petition, the Register of Copyrights—
14
‘‘(A) shall waive the requirement under sub-
15
section (a)(1) with respect to an application for reg-
16
istration of a copyright claim for that work if that
17
application is filed not later than the last day of the
18
calendar year following the year in which the work
19
claimed by the application wins the covered competi-
20
tion (referred to in this paragraph as the ‘covered
21
year’); and
22
‘‘(B) may waive the fee described in subpara-
23
graph (A) for an application filed after the end of
24
the covered year if the fee would have been waived
