SHORT TITLE. 1 This Act may be cited as the ‘‘Refer and Equip Vet- 2 erans And Military Personnel Act’’ or ‘‘REVAMP Act’’. 3 SEC. 2. PHYSICAL EXAMINATION AND MENTAL HEALTH AS- 4 SESSMENT REQUIRED DURING THE 90-DAY 5 PERIOD BEFORE SEPARATION FROM THE 6 ARMED FORCES. 7 Section 1145 of title 10, United States Code, is 8 amended— 9 (1) in subsection (a)(5)(A), by striking ‘‘imme- 10 diately’’ and inserting ‘‘not more than 90 days’’; and 11 (2) in subsection (d)— 12 (A) in paragraph (1)— 13 (i) by inserting ‘‘and a mental health 14 assessment’’ after ‘‘physical examination’’ 15 each place it appears; 16 (ii) in subparagraph (A), by inserting 17 ‘‘and’’ after the semicolon; 18 (iii) in subparagraph (B), by striking 19 ‘‘; and’’ and inserting a period; and 20 (iv) by striking subparagraph (C); 21 (B) in paragraph (2), by inserting ‘‘and 22 mental health assessment’’ after ‘‘physical ex- 23 amination’’ both places it appears; and 24 VerDate Sep 11 2014 23:14 Nov 14, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4993.IH H4993 kjohnson on DSK79L0C42 with BILLS 3 •HR 4993 IH (C) in paragraphs (3) and (4), by inserting 1 ‘‘or mental health assessment’’ after ‘‘physical 2 examination’’ both places it appears. 3 SEC. 3. HEALTH CARE PLANNING IN THE TRANSITION AS- 4 SISTANCE PROGRAM. 5 Section 1142(b)(10) of title 10, United States Code, 6 is amended by inserting ‘‘health care,’’ after ‘‘edu- 7 cational,’’. 8 SEC. 4. ANNUAL REPORT REGARDING MEMBERS SEPA- 9 RATING FROM THE ARMED FORCES. 10 Section 1073b of title 10, United States Code, is 11 amended by adding at the end the following new sub- 12 section (c): 13 ‘‘(c) ANNUAL REPORT ON MEMBERS SEPARATING 14 FROM THE ARMED FORCES.—(1) Not later than July 1 15 of each year, the Secretary of Defense shall issue a report 16 to Congress on data compiled from physical examinations 17 and mental health assessments of members of the armed 18 forces conducted under section 1145(a)(5) of this title. 19 The report shall cover the calendar year preceding the 20 year in which the report is submitted. 21 ‘‘(2) The report under paragraph (1) shall, with re- 22 spect to members described in section 1145(a)(5) of this 23 title, include the following information: 24 VerDate Sep 11 2014 23:14 Nov 14, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H4993.IH H4993 kjohnson on DSK79L0C42 with BILLS 4 •HR 4993 IH ‘‘(A) A breakdown of members by age, rank, 1 length of service, duties, deployment, contingencies, 2 sex, race, and military department. 3 ‘‘(B) What percentage of members received 4 physical examinations and mental health assess- 5 ments in such calendar year. 6 ‘‘(C) The most common physical and mental 7 health conditions identified by such physical exami- 8 nations and mental health assessments. 9 ‘‘(D) The risk factors and co-morbidities associ- 10 ated with the conditions described in subparagraph 11 (C). 12 ‘‘(E) Plans of the Secretary to address the con- 13 ditions described in subparagraph (C). 14 ‘‘(F) What percentage of members received 15 preseparation counseling under section 1142 of this 16 title. 17 ‘‘(G) Challenges (including wait times and ad- 18 ministrative burdens) to providing services to mem- 19 bers under the Transition Assistance Program under 20 sections 1142 and 1144 of this title. 21 ‘‘(3) The Secretary shall cooperate with the Secre- 22 taries of Veterans Affairs and Labor to improve implemen- 23 tation of the Transition Assistance Program under sec- 24 tions 1142 and 1144 of this title. 25 VerDate Sep 11 2014 23:14 Nov 14, 2019 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H4993.IH H4993 kjohnson on DSK79L0C42 with BILLS 5 •HR 4993 IH ‘‘(4) The Secretary shall publish each report under 1 paragraph (1) on a publicly available website of the De- 2 partment of Defense.’’. 3 Æ VerDate Sep 11 2014 23:14 Nov 14, 2019 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H4993.IH H4993 kjohnson on DSK79L0C42 with BILLS
