following bill; which was referred to the Committee on Education and Labor
A BILL
To direct the Secretary of Education to conduct a study
on Federal data collection related to student participa-
tion and performance in career and technical education
programs, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘CTE Outcome Data
4
Enactment Act of 2019’’ or the ‘‘CODE Act of 2019’’.
5
SEC. 2. STUDY ON DATA COLLECTION.

(a) STUDY REQUIRED.—The Secretary of Education
7
(in this section referred to as the ‘‘Secretary’’), in con-

sultation with the Secretary of Labor, shall conduct a
1
study on Federal data collection related to student partici-
2
pation and performance in career and technical education
3
programs. Such study shall—
4
(1) assess the effectiveness of Federal efforts to
5
collect, measure, and evaluate data relating to stu-
6
dent participation and performance in, and comple-
7
tion of, career and technical education programs;
8
and
9
(2) identify—
10
(A) gaps and areas of duplication with re-
11
spect to such efforts; and
12
(B) methods to improve and centralize
13
such efforts.

(b) TASK FORCE.—In conducting the study required
15
under subsection (a), the Secretary may convene a task
16
force consisting of such members as the Secretary con-
17
siders appropriate.

(c) REPORT.—Not later than one year after the date
19
of the enactment of this Act, the Secretary shall submit
20
to Congress a report containing the findings of the study
21
required under subsection (a) and any recommendations
22
of the Secretary related to such findings.
23
(d) DEFINITION.—The term ‘‘career and technical
24
education’’ has the meaning given the term in section 3
