The first read- 7 ing of the resolution shall be dispensed with. All points 8 of order against the resolution and against its consider- 9 ation are waived. General debate shall be confined to the 10 resolution and shall not exceed four hours equally divided 11 and controlled by the chair and ranking minority member 12 of the Committee on Rules. After general debate the reso- 13 lution shall be considered for amendment under the five- 14 minute rule. At the conclusion of consideration of the reso- 15 lution for amendment, the Committee shall rise and report 16 the resolution to the House with such amendments as may 17 have been adopted.
