SHORT TITLE. 3 This Act may be cited as the ‘‘Casa Grande Ruins Na- 4 tional Monument Boundary Modification Act of 2020’’. 5 SEC. 2. FINDINGS. 6 Congress finds that— 7 (1) Casa Grande Ruin Reservation was— 8 (A) set aside on March 2, 1889; 9 (B) proclaimed as the first archeological 10 preserve in the Untied States on June 22, 1892; 11 and 12 (C) redesignated as ‘‘Casa Grande Ruins 13 National Monument’’ on August 3, 1918; 14 (2) Casa Grande Ruins National Monument pro- 15 tects one of the finest architectural examples of 14th 16 Century Hohokam culture in the American Southwest 17 known to early Spanish explorers as the ‘‘Great 18 House’’; 19 (3) Casa Grande is only part of the story of this 20 ancient town that may have covered 2 square miles; 21 and 22 (4) recent surveys and research have determined 23 that the area of the Great House and the village sur- 24 VerDate Sep 11 2014 20:48 Dec 15, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6203 E:\BILLS\H4840.RH H4840 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 4840 RH rounding it extends beyond the existing boundary of 1 the Casa Grande Ruins National Monument. 2 SEC. 3. DEFINITIONS. 3 In this Act: 4 (1) BIA LAND.—The term ‘‘BIA land’’ means the 5 approximately 7.41 acres of Federal land adminis- 6 tered by the Bureau of Indian Affairs, to be trans- 7 ferred to the administrative jurisdiction of the Na- 8 tional Park Service, as generally depicted on the 9 map. 10 (2) BLM LAND PARCEL A.—The term ‘‘BLM 11 land Parcel A’’ means the approximately 3.8 acres of 12 Federal land administered by the Bureau of Land 13 Management, for which administrative jurisdiction is 14 to be transferred to the National Park Service, as gen- 15 erally depicted on the map. 16 (3) BLM LAND PARCEL B.—The term ‘‘BLM 17 land Parcel B’’ means the approximately 3.7 acres of 18 Federal land administered by the Bureau of Land 19 Management for which administrative jurisdiction is 20 to be transferred to the Bureau of Indian Affairs, as 21 generally depicted on the map. 22 (4) MAP.—The term ‘‘map’’ means the map enti- 23 tled ‘‘Casa Grande Ruins National Monument Pro- 24 VerDate Sep 11 2014 20:48 Dec 15, 2020 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6203 E:\BILLS\H4840.RH H4840 pamtmann on DSKBC07HB2PROD with BILLS 5 •HR 4840 RH posed Boundary Adjustment’’, numbered 303/ 1 120,734B, and dated June 2020. 2 (5) MONUMENT.—The term ‘‘Monument’’ means 3 the Casa Grande Ruins National Monument in the 4 State. 5 (6) NPS LAND.—The term ‘‘NPS land’’ means 6 the approximately 3.5 acres of Federal land adminis- 7 tered by the National Park Service, for which admin- 8 istrative jurisdiction is to be transferred to the Bu- 9 reau of Indian Affairs, as generally depicted on the 10 map. 11 (7) SECRETARY.—The term ‘‘Secretary’’ means 12 the Secretary of the Interior. 13 (8) STATE.—The term ‘‘State’’ means the State 14 of Arizona. 15 SEC. 4. ACQUISITION AND TRANSFER OF ADMINISTRATIVE 16 JURISDICTION OF LANDS. 17 (a) ACQUISITION OF LANDS.—The Secretary may ac- 18 quire by donation, exchange, or purchase with donated or 19 appropriated funds from willing owners only, lands or in- 20 terests in land generally depicted on the map as State land 21 or private land, to be administered as part of the Monu- 22 ment. 23 (b) TRANSFER OF ADMINISTRATIVE JURISDICTION.— 24 VerDate Sep 11 2014 20:48 Dec 15, 2020 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6203 E:\BILLS\H4840.RH H4840 pamtmann on DSKBC07HB2PROD with BILLS 6 •HR 4840 RH (1) WITHDRAWAL.—The BIA land, BLM land 1 parcel A and BLM land parcel B are withdrawn 2 from— 3 (A) all forms of entry, appropriation, and 4 disposal under the public land laws; 5 (B) location, entry, and patent under the 6 mining laws; and 7 (C) operation of the mineral leasing and 8 geothermal leasing laws and mineral materials 9 laws. 10 (2) TRANSFER OF ADMINISTRATIVE JURISDIC- 11 TION.— 12 (A) BLM LAND PARCEL A.—Administrative 13 jurisdiction over the BLM land parcel A is 14 transferred from the Bureau of Land Manage- 15 ment to the National Park Service. 16 (B) BLM LAND PARCEL B.—Administrative 17 jurisdiction over BLM land parcel B is trans- 18 ferred from the Bureau of Land Management to 19 the Bureau of Indian Affairs. 20 (C) BIA LAND.—Administrative jurisdic- 21 tion over the BIA land is transferred from the 22 Bureau of Indian Affairs to the National Park 23 Service. 24 VerDate Sep 11 2014 20:48 Dec 15, 2020 Jkt 019200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6203 E:\BILLS\H4840.RH H4840 pamtmann on DSKBC07HB2PROD with BILLS 7 •HR 4840 RH (D) NPS LAND.—Administrative jurisdic- 1 tion over the NPS land is transferred from the 2 National Park Service to the Bureau of Indian 3 Affairs. 4 (c) ADMINISTRATION; BOUNDARY MODIFICATION.— 5 Upon acquisition or transfer of land or an interest in land 6 pursuant to subsection (a), and with respect to the lands 7 transferred by subsection (b), the Secretary shall— 8 (1) administer any acquired land or interest in 9 land, and transferred to the administrative jurisdic- 10 tion of the National Park Service, as part of the 11 Monument, in accordance with the laws generally ap- 12 plicable to units of the National Park System, includ- 13 ing applicable provisions of division A of subtitle I 14 of title 54, United States Code; and 15 (2) modify the boundary of the Monument to re- 16 flect the transfers of lands, and any acquired lands or 17 interests in lands. 18 (d) AVAILABILITY OF MAP.—The map shall be on file 19 and available for inspection in the appropriate offices of 20 the National Park Service, U.S. Department of the Interior. 21 (e) COMPENSATION.—Except in a case in which land 22 or an interest in land is acquired by donation, as consider- 23 ation for the acquisition of land or an interest in land 24 under subsection (a), the Secretary shall— 25 VerDate Sep 11 2014 20:48 Dec 15, 2020 Jkt 019200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6203 E:\BILLS\H4840.RH H4840 pamtmann on DSKBC07HB2PROD with BILLS 8 •HR 4840 RH (1) pay fair market value for such lands; or 1 (2) convey to the State convey to the State or 2 private land owner, as applicable, Federal land or an 3 interest in Federal land of equal value located in the 4 State. 5 SEC. 5.
