INTEGRATED ENERGY SYSTEMS PROGRAM. 1 (a) DEFINITIONS.—In this section: 2 (1) PROGRAM.—The term ‘‘program’’ means 3 the Integrated Energy Systems Program established 4 under subsection (b)(1). 5 (2) SECRETARY.—The term ‘‘Secretary’’ means 6 the Secretary of Energy. 7 (b) ESTABLISHMENT.— 8 (1) IN GENERAL.—The Secretary shall establish 9 a program within the Office of Nuclear Energy, to 10 be known as the ‘‘Integrated Energy Systems Pro- 11 gram’’— 12 (A) to maximize energy production and ef- 13 ficiency; 14 (B) to provide reliable, competitive, and 15 environmentally sustainable electricity to the 16 grid; 17 (C) to expand the use of emissions-reduc- 18 ing energy technologies into nonelectric sectors 19 to achieve dramatic reductions in environmental 20 emissions; PARTNERS.— 1 The program shall be carried out by the Office of 2 Nuclear Energy, in partnership with— 3 (A) multiple offices of the Department of 4 Energy, including— 5 (i) the Office of Energy Efficiency 6 and Renewable Energy; 7 (ii) the Office of Fossil Energy; 8 (iii) the Office of Electricity; and 9 (iv) the Office of Cybersecurity, En- 10 ergy Security, and Emergency Response; 11 (B) National Laboratories; 12 (C) institutions of higher education; and 13 (D) the private sector. 14 (3) GOALS AND MILESTONES.—The Secretary 15 shall establish goals and milestones for the program, 16 including the goals of— 17 (A) expanding emissions-reducing energy 18 technologies to the transportation and indus- 19 trial sectors by leveraging— 20 (i) the nuclear reactor fleet of the 21 United States; 1 and 2 (v) the energy storage resources of the 3 United States; 4 (B) ensuring the competitiveness of the 5 United States in best value, emissions-reducing 6 energy development; 7 (C) modernizing energy infrastructure with 8 emissions-reducing technology to promote— 9 (i) grid stability; 10 (ii) ramping load following; 11 (iii) rapid start; 12 (iv) intermittency; and 13 (v) resiliency; 14 (D) establishing a domestic supply chain 15 of— 16 (i) nuclear reactor and appurtenant 17 equipment; 2 (ii) cyberattack; 3 (iii) physical attack; and 4 (iv) natural phenomena. 5 (c) RESEARCH GOALS.—Research goals under the 6 program shall include— 7 (1) technology innovation to further the expan- 8 sion of emissions-reducing energy technologies to ac- 9 commodate a modern, resilient grid system by— 10 (A) effectively leveraging multiple energy 11 sources; 12 (B) enhancing and streamlining engineer- 13 ing design; 14 (C) carrying out process demonstrations to 15 optimize performance; 16 (D) addressing safety by design; and 17 (E) streamlining regulatory review; 18 (2) the most efficient use of emissions-reducing 19 energy technologies for hydrogen production to sup- 20 port transportation and industrial needs; 21 (3) water processing and purification to support 22 industrial and municipal potable and cooling water 23 needs; 3 (5) the use of carbon dioxide in nonelectric 4 commodities; 5 (6) advanced power cycles, extraction, and proc- 6 essing of complex hydrocarbons to produce high- 7 value chemicals; 8 (7) more effective thermal energy use, trans- 9 port, and storage; 10 (8) the demonstration of nuclear energy deliv- 11 ery for— 12 (A) the production of chemicals, metals, 13 and fuels; 14 (B) the capture, use, and storage of car- 15 bon; and 16 (C) renewable integration with an inte- 17 grated energy system;
