To direct the Secretary of State, in coordination with the
Secretary of Homeland Security, to reinstate the Cuban
Family Reunification Program, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Cuban Family Reunifi-
4
cation Act’’.

SEC. 2. REINSTATEMENT OF THE CUBAN FAMILY REUNIFI-
6
CATION PROGRAM.

(a) IN GENERAL.—Not later than 30 days after the
8
date of the enactment of this Act, the Secretary of State,

in coordination with the Secretary of Homeland Security,

shall—
2
(1) reinstate processing of applications for pa-
3
role under the Cuban Family Reunification Program
4
at the United States Embassy in Havana, Cuba; and
5
(2) prioritize and process applications described
6
in paragraph (1) that were filed before the date of
7
the enactment of this Act.

(b) ADDITIONAL PERSONNEL.—To carry out sub-
9
section (a), the Secretary of State shall assign to the
10
United States Embassy in Havana, Cuba, appropriate
11
temporary duty personnel. The Secretary shall take such
12
actions as may be necessary to ensure the safety of such
13
personnel to ensure that such personnel are available a
14
minimum of one business day each week.

(c) ACCESSIBILITY.—The Secretary of State, in co-
16
ordination with the Secretary of Homeland Security, shall,
17
to the extent practicable, make available to applicants for
18
parole under the Cuban Family Reunification Program
19
video teleconference capabilities. In carrying out this sub-
20
section, the Secretary shall ensure appropriate privacy and
21
security requirements are satisfied.
22
(d) DURATION.—Parole granted under the Cuban
23
Family Reunification Program shall be valid for an initial
24
period of two years.

(e) EXPEDITIOUS PROCESSING.—The Secretary of

State, in coordination with the Secretary of Homeland Se-
2
curity, shall ensure that applications for parole under the
3
Cuban Family Reunification Program that were filed be-
4
fore the date of the enactment of this Act are processed
5
not later than 60 days after such date of enactment.
