Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. ACADEMIC-BASED TRAINING INITIATIVE TO IM- 1 PROVE POLICE RESPONSES FOR PEOPLE 2 WITH MENTAL ILLNESS AND INTELLECTUAL 3 AND DEVELOPMENTAL DISABILITIES. 4 (a) AUTHORIZATION.—The Attorney General is au- 5 thorized to make grants, in the form of cooperative agree- 6 ments, to eligible entities to provide training and technical 7 assistance to law enforcement and other criminal justice 8 agencies and their behavioral health service partners to 9 improve responses and reduce crime and recidivism associ- 10 ated with people who have mental illnesses and intellectual 11 and developmental disabilities. 12 (b) ELIGIBLE ENTITY DEFINED.—For purposes of 13 this section, the term ‘‘eligible entity’’ means a public or 14 private academic organization, a nonprofit academic orga- 15 nization (including a tribal nonprofit organization), and 16 a public university or colleges (including a tribal institu- 17 tion of higher education). 18 (c) APPLICATION.—An eligible entity seeking a grant 19 under this section shall submit to the Attorney General 20 an application at such time, in such manner, and con- 21 taining such information as the Attorney General may rea- 22 sonably require, including information demonstrating ex- 23 perience working in a law enforcement training environ- 24 ment and with local governments, law enforcement agen- 25 cies, State and county mental and behavioral health sys- 26 VerDate Sep 11 2014 22:48 Nov 02, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4882.IH H4882 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 4882 IH tems, organizations serving people with mental illness and 1 intellectual and developmental disabilities, and criminal 2 justice systems. 3 (d) COLLABORATION.—An eligible entity receiving a 4 grant under this section shall collaborate with other recipi- 5 ents in order to better service the training needs of local 6 communities. 7 (e) AUTHORIZATION OF APPROPRIATIONS.—There is 8 authorized to be appropriated $2,500,000 to carry out this 9 section for each of fiscal years 2020 through 2025. 10 SEC. 3.
