To amend the Federal Lands Recreation Enhancement Act to provide for
a lifetime National Recreational Pass for any veteran with a service-
connected disability.

Mr. RUIZ introduced the following bill; which was referred to the Committee
on Natural Resources, and in addition to the Committee on Agriculture,
for a period to be subsequently determined by the Speaker, in each case
for consideration of such provisions as fall within the jurisdiction of the
committee concerned

To amend the Federal Lands Recreation Enhancement Act
to provide for a lifetime National Recreational Pass for
any veteran with a service-connected disability.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Wounded Veterans
4
Recreation Act’’.

SEC. 2. NATIONAL RECREATIONAL PASSES FOR DISABLED

VETERANS.

Section 805(b) of the Federal Lands Recreation En-
3
hancement Act (16 U.S.C. 6804(b)) is amended by strik-
4
ing paragraph (2) and inserting the following:
5
‘‘(2) DISABILITY
DISCOUNT.—The Secretary
6
shall make the National Parks and Federal Rec-
7
reational Lands Pass available, without charge and
8
for the lifetime of the passholder, to the following:
9
‘‘(A) Any United States citizen or person
10
domiciled in the United States who has been
11
medically determined to be permanently dis-
12
abled for purposes of section 7(20)(A)(i) of the
13
Rehabilitation
Act
of
1973
(29
U.S.C.
14
705(20)(A)(i)), if the citizen or person provides
15
adequate proof of the disability and such citi-
16
zenship or residency.

‘‘(B) Any veteran who has been found to
18
have a compensable or noncompensable service-
19
connected disability under title 38, United
20
States Code.’’.
