AN ACT
To authorize the Secretary of State to provide funds for
a United States pavilion at Expo 2020 Dubai, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Expositions Provide
4
Opportunities Act of 2019’’ or ‘‘EXPO Act of 2019’’.

SEC. 2. STATE DEPARTMENT AUTHORIZATION FOR PAVIL-

ION AT EXPO 2020 DUBAI.

(a) IN GENERAL.—Notwithstanding section 204 of
3
the Admiral James W. Nance and Meg Donovan Foreign
4
Relations Authorization Act, Fiscal Years 2000 and 2001
5
(22 U.S.C. 2452b), there is authorized to be appropriated
6
for each of fiscal years 2020 and 2021 funds for a United
7
States pavilion at Expo 2020 Dubai, subject to sub-
8
sections (b) and (c).

(b)
COST-SHARE
REQUIREMENT.—Funds
made
10
available pursuant to subsection (a) to the Department of
11
State for a United States pavilion at Expo 2020 Dubai
12
shall be made available on a cost-matching basis, to the
13
maximum extent practicable, from sources other than the
14
United States Government.
15
(c) NOTIFICATION.—
16
(1) IN GENERAL.—Funds made available pur-
17
suant to subsection (a) to the Department of State
18
for a United States pavilion at Expo 2020 Dubai
19
may be obligated only after the appropriate congres-
20
sional committees are notified not less than 15 days
21
prior to such obligation.
22
(2) MATTERS TO BE INCLUDED.—Such notifi-
23
cation shall include the following:
24
(A) A description of the source of such
25
funds, including any funds reprogrammed or

transferred by the Department of State to be

made available for such pavilion.

(B) An estimate of the amount of invest-
3
ment such pavilion could bring to the United
4
States.
5
(C) A description of the strategy of the
6
Department to identify and obtain such match-
7
ing funds from sources other than the United
8
States Government, in accordance with sub-
9
section (b).
10
(D) An analysis of the human rights
11
record of the United Arab Emirates.
12
(E) A certification that each entity receiv-
13
ing amounts for a contract, grant, or other
14
agreement to construct, maintain, or otherwise
15
service such pavilion—
16
(i) is not in violation of the labor laws
17
of the United Arab Emirates, the Foreign
18
Corrupt Practices Act of 1977 (Public Law
19
95–213), and any other applicable anti-
20
corruption laws; and
21
(ii) does not employ, or otherwise uti-
22
lize, a victim of trafficking (as defined in
23
section 103 of the Trafficking Victims Pro-
24
tection Act of 2000 (22 U.S.C. 7102)).

(d) FINAL REPORT.—Not later than 180 days after
1
the date on which a United States pavilion at Expo 2020
2
Dubai is opened, the Secretary of State shall submit to
3
the appropriate congressional committees a report that in-
4
cludes—
5
(1) the number of United States businesses
6
that participated in such pavilion; and
7
(2) the dollar amount and source of any match-
8
ing funds obtained by the Department.

(e) APPROPRIATE CONGRESSIONAL COMMITTEES DE-
10
FINED.—In this section, the term ‘‘appropriate congres-
11
sional committees’’ means the following:
12
(1) The Committee on Foreign Affairs and the
13
Committee on Appropriations of the House of Rep-
14
resentatives.
15
(2) The Committee on Foreign Relations and
16
the Committee on Appropriations of the Senate.
17
(f) SUNSET.—This section ceases to be effective on
18
September 30, 2021.
