SHORT TITLE. 1 This Act may be cited as the ‘‘Diabetes Prevention 2 Semipostal Stamp Act’’. 3 SEC. 2. DIABETES PREVENTION SEMIPOSTAL STAMP. 4 (a) IN GENERAL.—In order to afford a convenient 5 way for members of the public to contribute to funding 6 diabetes prevention activities, the United States Postal 7 Service shall issue a semipostal (in this Act referred to 8 as the ‘‘Diabetes Prevention Semipostal Stamp’’) in ac- 9 cordance with this section. 10 (b) TERMS AND CONDITIONS.— 11 (1) IN GENERAL.—The issuance and sale of the 12 Diabetes Prevention Semipostal Stamp shall be gov- 13 erned by the provisions of section 416 of title 39, 14 United States Code, and regulations issued under 15 such section, subject to the requirements of this sub- 16 section. 17 (2) DURATION.—The Diabetes Prevention 18 Semipostal Stamp shall be made available to the 19 public for a period of 10 years, beginning no later 20 than 12 months after the date of the enactment of 21 this Act. 22 (3) COST.—The Diabetes Prevention Semipost- 23 al Stamp shall be offered at a cost equal to the cost 24 of mailing a letter weighing 1 ounce or less at the 25 nonautomation single-piece first-ounce letter rate, in 26 VerDate Sep 11 2014 23:56 Nov 04, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4914.IH H4914 dlhill on DSKBBY8HB2PROD with BILLS 3 •HR 4914 IH effect at the time of purchase, plus a differential of 1 not less than 25 percent. 2 (4) DISPOSITION OF PROCEEDS.—All amounts 3 becoming available from the sale of the Diabetes 4 Prevention Semipostal Stamp (as determined under 5 section 416(d) of such title) shall be transferred to 6 the National Diabetes Prevention Program of the 7 Centers for Disease Control and Prevention through 8 payments which shall be made at least twice a year. 9 (5) PROCEEDS NOT TO BE OFFSET.—In accord- 10 ance with section 416(d)(4) of such title, amounts 11 becoming available from the sale of the Diabetes 12 Prevention Semipostal Stamp shall not be taken into 13 account in any decision relating to the level of ap- 14 propriations or other Federal funding to be fur- 15 nished in any year to the Centers for Disease Con- 16 trol and Prevention or the National Diabetes Pre- 17 vention Program. 18 (c) DEFINITION.—For purposes of this Act, the term 19 ‘‘semipostal’’ refers to a postage stamp described in sec- 20 tion 416(a)(1) of title 39, United States Code. 21 Æ VerDate Sep 11 2014 23:56 Nov 04, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H4914.IH H4914 dlhill on DSKBBY8HB2PROD with BILLS
