REPORT ON THE PLAN TO SECURE THE ENDUR- 1 ING DEFEAT OF THE ISLAMIC STATE OF IRAQ 2 AND SYRIA. 3 (a) REPORT REQUIRED.—Not later than 30 days 4 after the date of the enactment of this Act, the President 5 shall, in consultation with the Secretary of Defense, the 6 Secretary of State, the Director of National Intelligence, 7 the Administrator of the United States Agency for Inter- 8 national Development, and the heads of other appropriate 9 agencies of the United States Government, submit to Con- 10 gress a report that describes the strategy of the United 11 States to secure the enduring defeat of the Islamic State 12 of Iraq and Syria (ISIS) and al Qaeda in the Middle East. 13 (b) ELEMENTS.—The report required under sub- 14 section (a) shall include, at a minimum, the following ele- 15 ments: 16 (1) A description of— 17 (A) the key United States security inter- 18 ests and the political and military objectives, 19 long-term goals, and desired end-states for 20 Syria; and 21 (B) how current military, diplomatic, and 22 humanitarian assistance efforts in Syria align 23 with such objectives. 24 (2) Analysis of the threats posed to United 25 States interests by ISIS, al Qaeda, Hizballah, Rus- 26 VerDate Sep 11 2014 21:30 Oct 31, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2755.PCS S2755 kjohnson on DSK79L0C42 with BILLS 3 •S 2755 PCS sian, Iranian, and other non-state activities in Syria 1 and the region. 2 (3) An intelligence assessment of the historic 3 and current force strength of ISIS and al Qaeda, 4 and the location of such forces in Syria and the re- 5 gion. 6 (4) An intelligence assessment of the impact 7 that the death of ISIS leader Abu Bakr al-Baghdadi 8 and other senior ISIS leaders will have on the orga- 9 nization. 10 (5) A description of ongoing United States and 11 coalition programs to build the capacity of local 12 forces to counter ISIS and al Qaeda, including pro- 13 grams for training and equipping guard forces at de- 14 tention facilities for detained ISIS fighters operated 15 by the Syrian Democratic Forces. 16 (6) A description of past, present, and planned 17 efforts by the United States and international com- 18 munity to stabilize areas liberated from ISIS con- 19 trol, including efforts to establish local governance 20 and provide basic services. 21 (7) A description of— 22 (A) the current detention population of de- 23 tention facilities operated by the Syrian Demo- 24 cratic Forces;
