Mr. GARDNER (for himself and Mr. MERKLEY) introduced the following bill;
which was read twice and referred to the Committee on Foreign Relations

To establish the China Censorship Monitor and Action
Group, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. CHINA CENSORSHIP MONITOR AND ACTION
3
GROUP.
4
(a) IN GENERAL.—There is established an inter-
5
agency task force, which shall be known as the ‘‘China
6
Censorship Monitor and Action Group’’ (referred to in this
7
section as the ‘‘task force’’).
8
(b) MEMBERSHIP.—The task force shall be composed
9
of representatives of—

(1) the Department of State;
1
(2) the Department of Commerce;
2
(3) the Federal Communications Commission;
3
and
4
(4) the United States Agency for Global Media.

(c) MEETINGS.—The task force shall meet not less
6
frequently than quarterly.
7
(d) CONSULTATIONS.—The task force shall regularly
8
consult, to the extent necessary and appropriate, with—
9
(1) other Federal agencies; and
10
(2) relevant stakeholders in the private sector
11
and the media.

(e) PUBLIC DATABASE.—Using information obtained
13
from the agencies referred to in subsection (b) and con-
14
sultations required under subsection (d), the task force
15
shall compile and maintain a public database, which shall
16
be hosted on a United States Government database server,
17
that describes all punitive actions taken by the People’s
18
Republic of China toward United States companies that
19
involve economic or diplomatic retaliation for the exercise
20
of free speech by United States companies. The public
21
database required under this subsection shall be updated
22
as soon as practicable, but not less frequently than semi-
23
annually.

(f) REPORTING REQUIREMENTS.—

(1) ANNUAL
REPORT.—The task force shall
1
submit an annual report to the Committee on For-
2
eign Relations of the Senate, the Committee on
3
Commerce, Science, and Transportation of the Sen-
4
ate, the Committee on Foreign Affairs of the House
5
of Representatives, and Committee on Energy and
6
Commerce of the House of Representatives that de-
7
scribes the activities of the task force during the re-
8
porting period.

(2) CONGRESSIONAL
BRIEFINGS.—Not later
10
than 90 days after the date of the enactment of this
11
Act, and semiannually thereafter, the task force
12
shall provide briefings regarding its activities to the
13
congressional committees referred to in paragraph
14
(1).

(g) AUTHORIZATION
OF APPROPRIATIONS.—There
16
are authorized to be appropriated for each fiscal year such
17
sums as may be necessary to carry out this section.
