A BILL
To prohibit the recoupment of Federal disaster and emer-
gency assistance from individuals and households, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Nation Owes Commu-
4
nity Lifelines After Weathering Sandy Act’’ or ‘‘NO
5
CLAWS Act’’.

Section 1216(b) of the FAA Reauthorization Act of
4
2018 (42 U.S.C. 5174a(b)) is amended by—
5
(1) redesignating paragraph (2) as paragraph
6
(3); and
7
(2) inserting after paragraph (1) the following:

‘‘(2) NO RECOUPMENT FROM INDIVIDUALS OR
9
HOUSEHOLDS.—Unless there is evidence of civil or
10
criminal fraud, the Agency may not take any action
11
to recoup covered assistance from an individual or a
12
household that is a recipient of such assistance.’’.
