A BILL
To exempt certain officers and employees of the Defense
POW/MIA Accounting Agency from furlough, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Defense POW/MIA
4
Accounting Agency Support Act’’.

SEC. 2. EXEMPTING CERTAIN EMPLOYEES OF DEFENSE
6
POW/MIA ACCOUNTING AGENCY FROM FUR-
7
LOUGH.

(a) ADMINISTRATIVE FURLOUGH.—An officer or em-
9
ployee of the Defense POW/MIA Accounting Agency who

is traveling on or conducting an accounting and recovery
1
mission shall, notwithstanding any other provision of law,
2
rule, or regulation, be exempted from furlough. In this
3
subsection, the term ‘‘furlough’’—
4
(1) means the placement of an officer or em-
5
ployee in a temporary status in which the officer or
6
employee has no duties and is not paid when the
7
placement in such status is by reason of insufficient
8
work, funds, or for other nondisciplinary reasons;
9
and
10
(2) does not include any furlough resulting
11
from a lapse in discretionary appropriations for the
12
Agency.

(b) SHUTDOWN FURLOUGH.—Any services by an of-
14
ficer or employee of the Defense POW/MIA Accounting
15
Agency carried out while traveling on or conducting an
16
accounting and recovery mission shall be deemed, for pur-
17
poses of section 1342 of title 31, United States Code, serv-
18
ices for emergencies involving the safety of human life or
19
the protection of property.
