GRANTS FOR ADVERSE CHILDHOOD EXPERI- 3 ENCES RESPONSE TEAMS. 4 ‘‘(a) GRANTS AUTHORIZED.—From amounts made 5 available to carry out this section, the Attorney General, 6 in coordination with the Secretary of Health and Human 7 Services, shall make grants to States, units of local gov- 8 ernment, Indian Tribes, and neighborhood or community- 9 based organizations to address adverse childhood experi- 10 ences associated with exposure to trauma. 11 ‘‘(b) USE OF FUNDS.—Amounts received under a 12 grant under this section may be used to establish an ad- 13 verse childhood experiences response team, including by— 14 ‘‘(1) establishing protocols to follow when en- 15 countering a child or youth exposed to trauma to fa- 16 cilitate access to services; 17 ‘‘(2) developing referral partnership agreements 18 with behavioral health providers, substance treat- 19 ment facilities, and recovery services for family 20 members of children exposed to trauma; 21 ‘‘(3) integrating law enforcement, mental 22 health, and crisis services to respond to situations 23 where children have been exposed to trauma; 24 ‘‘(4) implementing comprehensive programs and 25 practices to support children exposed to trauma; 26 VerDate Sep 11 2014 03:25 Oct 31, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2720.IS S2720 kjohnson on DSK79L0C42 with BILLS 3 •S 2720 IS ‘‘(5) identifying barriers for children to access 1 trauma-informed care in their communities; 2 ‘‘(6) providing training in trauma-informed care 3 to emergency response providers, victim service pro- 4 viders, child protective service professionals, edu- 5 cational institutions, and other community partners; 6 and 7 ‘‘(7) supporting cross-system planning and col- 8 laboration among officers and employees who work 9 in law enforcement, court systems, child welfare 10 services, correctional reentry programs, emergency 11 medical services, health care services, public health, 12 and substance abuse treatment and recovery sup- 13 port. 14 ‘‘(c) APPLICATION.—A State, unit of local govern- 15 ment, Indian Tribe, or neighborhood or community-based 16 organization desiring a grant under this section shall sub- 17 mit to the Attorney General an application in such form, 18 and containing such information, as the Attorney General 19 may reasonably require.’’. 20 (b) AUTHORIZATION OF APPROPRIATIONS.—Section 21 1001(a) of title I of the Omnibus Crime Control and Safe 22 Streets Act of 1968 (34 U.S.C. 10261(a)) is amended by 23 adding at the end the following: 24 VerDate Sep 11 2014 03:25 Oct 31, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S2720.IS S2720 kjohnson on DSK79L0C42 with BILLS 4 •S 2720 IS ‘‘(29) There are authorized to be appropriated to 1 carry out part OO $10,000,000 for each of fiscal years 2 2020 through 2023.’’. 3 Æ VerDate Sep 11 2014 03:25 Oct 31, 2019 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\S2720.IS S2720 kjohnson on DSK79L0C42 with BILLS
