To amend the Older Americans Act of 1965 to establish
a grant program for multigenerational collaboration.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Multigenerational En-
4
gagement Act of 2019’’.
5
SEC. 2. GRANT PROGRAM FOR MULTIGENERATIONAL COL-
6
LABORATION.

Section 417 of the Older Americans Act of 1965 (42

U.S.C. 3032f) is amended—

(1) by amending subsection (a) to read as fol-

lows:

‘‘(a) GRANTS AND CONTRACTS.—The Assistant Sec-
3
retary shall award grants to, and enter into contracts
4
with, eligible organizations to carry out projects—
5
‘‘(1) to provide opportunities for older individ-
6
uals to participate in multigenerational activities and
7
civic engagement activities that contribute to the
8
health and wellness of older individuals and individ-
9
uals in younger generations by developing—
10
‘‘(A) meaningful roles for participants;
11
‘‘(B) reciprocity in relationship building;
12
‘‘(C) reduced social isolation and improved
13
participant social connectedness;
14
‘‘(D) improved economic well-being for
15
older individuals;
16
‘‘(E) increased lifelong learning; or
17
‘‘(F) support for family caregivers by—
18
‘‘(i) providing support for older rel-
19
ative caregivers (as defined in section 372)
20
raising children (such as kinship navigator
21
programs); or
22
‘‘(ii) involving volunteers who are
23
older individuals who provide support and
24
information to families who have a child

with a disability or chronic illness, or other

families in need of such family support;
2
‘‘(2) to coordinate multigenerational activities
3
and
civic
engagement
activities,
including
4
multigenerational nutrition and meal service pro-
5
grams;
6
‘‘(3) to promote volunteerism, including becom-
7
ing a mentor to young people; and
8
‘‘(4) to facilitate development of and participa-
9
tion in multigenerational activities and civic engage-
10
ment activities.’’;

(2) by amending subsection (b) to read as fol-
12
lows:
13
‘‘(b) USE OF FUNDS.—
14
‘‘(1) IN
GENERAL.—An eligible organization
15
shall use funds made available under a grant award-
16
ed, or a contract entered into, under this section to
17
carry out a project described in subsection (a).
18
‘‘(2)
PROVISION
OF
PROJECTS
THROUGH
19
GRANTEES.—In making grants under this section,
20
the Assistant Secretary shall ensure that awards are
21
made for the activities and projects described in
22
each of paragraphs (1) and (2) of subsection (a).’’;

(3) in subsection (c)—

(A) in the matter preceding paragraph (1),

by inserting ‘‘that serves individuals in younger
2
generations and older individuals’’ after ‘‘to
3
carry out a project’’;
4
(B) in paragraph (1) by inserting ‘‘, intent
5
to carry out, or intent to partner with local or-
6
ganizations or multiservice organizations to
7
carry out,’’ after ‘‘record of carrying out’’;
8
(C) in paragraph (3) by striking ‘‘; and’’
9
and inserting a semicolon;
10
(D) in paragraph (4) by striking the period
11
at the end and inserting ‘‘; and’’; and
12
(E) by adding at the end the following:

(4) by amending subsection (e) to read as fol-

lows:

‘‘(e) ELIGIBLE ORGANIZATIONS.—Organizations eli-
20
gible to receive a grant or enter into a contract under sub-
21
section (a) shall—
22
‘‘(1) be a State, an area agency on aging, or an
23
organization that provides opportunities for older in-

dividuals to participate in activities described in such
1
subsection; and
2
‘‘(2) have the capacity to conduct the coordina-
3
tion, promotion, and facilitation described in such
4
subsection through the use of multigenerational co-
5
ordinators.’’;
6
(5) by striking subsection (g);
7
(6) in subsection (h)(2)(B)(i) by striking ‘‘indi-
8
viduals from the generations with older individuals’’
9
and inserting ‘‘older individuals’’;
10
(7) by redesignating subsections (b) through (f)
11
as subsections (c) through (g), respectively; and
12
(8) by inserting after subsection (a) the fol-
13
lowing:
14
‘‘(b) GRANT PERIOD.—Each grant awarded or con-
15
tract made under subsection (a) shall be to carry out
16
projects for a period of not less than 36 months.’’.
