foreign defense partners of the United 17 States. 18 (4) On September 14, 2016, the United States 19 and Israel signed a 10-year memorandum of under- 20 standing reaffirming the importance of continuing 21 annual United States military assistance to Israel 22 (and other defense programs in areas such as missile 23 defense, counter tunneling, and counter-unmanned 24 aircraft systems) in a nership between the United States and Israel with 9 respect to critical and emerging technologies and so- 10 lutions to global challenges. 11 (6) On July 14, 2022, President Joe Biden and 12 former Israeli Prime Minister Yair Lapid signed a 13 joint declaration titled the ‘‘Jerusalem U.S.-Israel 14 Strategic Partnership Joint Declaration’’ reaffirming 15 the steadfast commitment of the United States to 16 strengthen the self-defense capability of Israel and 17 to ‘‘move forward the U.S.-Israel defense partner- 18 ship through cooperation in cutting-edge defense 19 technologies such as high energy laser weapons sys- 20 tems to defend the skies of Israel and in the future 21 those of other U.S. and Israel security partners’’. 22 (7) Since 2016, Congress has appropriated 23 $320,000,000 has appropriated 7 $88,000,000 for counter-unmanned aircraft systems 8 cooperation between the United States (specifically 9 the Irregular Warfare Technical Support Directorate 10 of the Department of Defense) and Israel, resulting 11 in the co-development of counter-unmanned aircraft 12 systems for use by the United States Armed Forces, 13 the Federal Bureau of Investigation, and the United 14 States Secret Service. 15 (9) In January 2023, the Irregular Warfare 16 Technical Support Directorate of the Department of 17 Defense awarded Israel Aerospace Industries a 18 multi-million dollar contract to rapidly develop and 19 deliver a loitering munition known as ‘‘ROC–X’’ to 20 provide ground-based tactical forces with more pre- 21 cise capabilities and improve the safety and security 22 with Israel in areas of emerging technologies 10 capable of enabling the warfare capabilities of both the 11 United States and Israel to meet emerging defense chal- 12 lenges, including with respect to the areas of artificial in- 13 telligence, cybersecurity, directed energy, and automation. 14 (c) ESTABLISHMENT OF FUND.— 15 (1) IN GENERAL.—The Secretary of Defense 16 shall establish a fund, to be known as the ‘‘United 17 States-Israel Future of Warfare Research and De- 18 velopment Fund’’ (in this section referred to as the 19 ‘‘Fund’’). 20 (2) USE OF AMOUNTS.—Amounts in the Fund 21 shall
