A BILL
To allow Federal law enforcement officers to purchase retired
service weapons, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PURCHASE OF RETIRED HANDGUNS BY FED-
3
ERAL LAW ENFORCEMENT OFFICERS.

(a) IN GENERAL.—A Federal law enforcement officer
5
may purchase a retired handgun from the Federal agency
6
that issued the handgun to such officer.
7
(b) LIMITATIONS.—A Federal law enforcement offi-
8
cer may purchase a retired handgun under subsection (a)
9
if—

(1) the purchase is made during the 6-month
1
period beginning on the date the handgun was so re-
2
tired; and
3
(2) the officer is not prohibited from possessing
4
or receiving the handgun under the laws of the
5
United States or the laws of the State, territory, or
6
possession of the United States in which the officer
7
resides.

(c) COST.—A handgun purchased under this section
9
shall be sold at the fair market value for such handgun
10
taking into account the age and condition of the handgun.
11
(d) SENSE OF CONGRESS ON USE OF FUNDS.—It is
12
the sense of Congress that any amounts received by the
13
Government from the sale of a handgun under this section
14
should be transferred and used to fund Federal gun safety
15
programs.

(e) DEFINITIONS.—In this section:
17
(1) the term ‘‘Federal law enforcement officer’’
18
has the meaning given that term in section
19
115(c)(1) of title 18, United States Code;
20
(2) the term ‘‘handgun’’ has the meaning given
21
that term in section 921(a) of title 18, United
22
States Code; and
