Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Advancing Gun Safety 4 Technology Act of 2019’’. 5 SEC. 2. GUN SAFETY TECHNOLOGY PILOT PROGRAM. 6 (a) AUTHORIZATION.—The Attorney General, acting 7 through the Director of the National Institute of Justice, 8 VerDate Sep 11 2014 23:04 Oct 23, 2019 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H4730.IH H4730 kjohnson on DSK79L0C42 with BILLS 2 •HR 4730 IH is authorized to carry out a pilot program to make grants 1 to eligible entities to develop gun safety technology. 2 (b) PURPOSE.—The purpose of the grant program 3 under this section is to support the commercialization of 4 technology that decreases the likelihood that a gun can 5 be used accidentally or by unauthorized users. 6 (c) APPLICATION.—An eligible entity seeking a grant 7 under this section shall submit to the Attorney General 8 an application at such time, in such manner, and con- 9 taining such information as the Attorney General may rea- 10 sonably require, which information shall include a descrip- 11 tion of the entity’s commitment and plans to develop gun 12 safety technology and an initial gun safety product design. 13 (d) NUMBER OF GRANTS.—The Attorney General 14 shall make not less than 3 grants and not more than 5 15 grants under the pilot program under this section. 16 (e) REPORT.—An eligible entity receiving a grant 17 under this section shall report to the Attorney General, 18 at such times and including such information as the Attor- 19 ney General may reasonably require, related milestones for 20 the gun safety technology funded under this section, in- 21 cluding the following: 22 (1) Building a prototype. 23 (2) Conducting reliability testing. 24 (3) Planning for trial production. 25 VerDate Sep 11 2014 23:04 Oct 23, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4730.IH H4730 kjohnson on DSK79L0C42 with BILLS 3 •HR 4730 IH (4) Preparing to commercialize. 1 (f) AUTHORIZATION OF APPROPRIATIONS.—There is 2 authorized to be appropriated $10,000,000 for fiscal year 3 2021. 4 (g) DEFINITIONS.—In this section: 5 (1) The term ‘‘eligible entity’’ means a small 6 business concern (as defined under section 3 of the 7 Small Business Act (15 U.S.C. 632)) that has less 8 than 500 employees. 9 (2) The term ‘‘gun’’ has the meaning given the 10 term ‘‘firearm’’ in section 921 of title 18, United 11 States Code. 12 (3) The term ‘‘gun safety technology’’ means 13 technology that is designed to reduce the likelihood 14 of an accidental or unauthorized use of a gun, in- 15 cluding smart guns, user-authorized handguns, 16 childproof guns, personalized guns, and safes and 17 locking devices that include personalized technology. 18 Æ VerDate Sep 11 2014 23:04 Oct 23, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H4730.IH H4730 kjohnson on DSK79L0C42 with BILLS
