A BILL
To amend the Food, Agriculture, Conservation, and Trade
Act of 1990 to direct the Secretary of Agriculture to
make grants for the purpose of improving the farm man-
agement knowledge and skills of livestock producers.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Livestock Risk Man-
4
agement and Education Act’’.

SEC. 2. IMPROVING FARM MANAGEMENT KNOWLEDGE AND

SKILLS FOR LIVESTOCK PRODUCERS.

The Food, Agriculture, Conservation, and Trade Act
3
of 1990 is amended by inserting after section 1672E (7
4
U.S.C. 5925g) the following:
5
‘‘SEC. 1672F. IMPROVING FARM MANAGEMENT KNOWLEDGE
6
AND SKILLS FOR LIVESTOCK PRODUCERS.

‘‘(a) IN GENERAL.—The Secretary shall make com-
8
petitive extension and education grants for the purpose of
9
improving the farm management knowledge and skills of
10
livestock producers.
11
‘‘(b) SELECTION CRITERIA.—In selecting grant re-
12
cipients under this section, the Secretary shall give pri-
13
ority to applicants that—
14
‘‘(1) demonstrate an ability to work directly
15
with livestock producers;
16
‘‘(2) collaborate with farm management edu-
17
cational programs and associations; and
18
‘‘(3) include in such application a description of
19
the curriculum the applicant is seeking to carry out
20
to educate livestock producers on risk management
21
through futures market participation and hedging
22
strategies.

‘‘(c) ADMINISTRATION.—Paragraphs (4), (7), (8),
24
and (11)(B) of subsection (b) of the Competitive, Special,
25
and Facilities Research Grant Act (7 U.S.C. 3157(b))

shall apply with respect to the making of grants under

this section.

‘‘(d) DEFINITION.—In this section, the term ‘live-
3
stock’ has the meaning given such term in section 1501(a)
4
of the Agricultural Act of 2014 (7 U.S.C. 9081(a)).

‘‘(e) AUTHORIZATION OF APPROPRIATIONS.—There
6
are authorized to be appropriated to carry out this section
7
$5,000,000 for each of fiscal years 2020 through 2023.’’.
