Goodman Courthouse’’. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 3 Congress finds the following: 4 (1) Louis Earl Goodman was appointed to the 5 United States District Court for the Northern Dis- 6 trict of California in 1942 by President Franklin 7 Delano Roosevelt. 8 VerDate Sep 11 2014 23:27 Oct 26, 2019 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H4781.IH H4781 pamtmann on DSKBC07HB2PROD with BILLS 2 •HR 4781 IH (2) Judge Goodman served as Chief Judge of 1 the United States District Court for the Northern 2 District of California from 1958 until his death in 3 1961. 4 (3) During his tenure on the bench, Judge 5 Goodman’s opinions significantly advanced civil 6 rights. 7 (4) Seventy-five years ago Judge Goodman 8 handed down the first of only 2 rulings upholding 9 the civil rights and civil liberties of Japanese Ameri- 10 cans during World War II despite significant profes- 11 sional and personal risk to himself. 12 (5) The historic ruling in United States v. 13 Masaaki Kuwabara would mark one of many signifi- 14 cant rulings distinguishing Judge Goodman’s career. 15 (6) After such ruling, Judge Goodman played a 16 major role in restoring the United States citizenship 17 of thousands of Japanese Americans who had been 18 pressed to renounce such citizenship while under du- 19 ress and detained by armed guard. 20 (7) On the 75th anniversary of his opinion in 21 United States v.
