SHORT TITLE. 1 This Act may be cited as the ‘‘Home Visiting to Re- 2 duce Maternal Mortality and Morbidity Act’’. 3 SEC. 2. INCREASE IN TRIBAL SET-ASIDE PERCENTAGE. 4 (a) IN GENERAL.—Section 511(j)(2)(A) of the Social 5 Security Act (42 U.S.C. 711(j)(2)(A)) is amended by 6 striking ‘‘3’’ and inserting ‘‘6’’. 7 (b) EFFECTIVE DATE.—The amendment made by 8 subsection (a) shall take effect on October 1, 2020. 9 SEC. 3. INCREASE IN FUNDING. 10 Section 511(j)(1) of the Social Security Act (42 11 U.S.C. 711(j)(1)) is amended— 12 (1) by striking ‘‘and’’ at the end of subpara- 13 graph (G); and 14 (2) by striking subparagraph (H) and inserting 15 the following: 16 ‘‘(H) $400,000,000 for each of fiscal years 17 2017 through 2020; 18 ‘‘(I) $600,000,000 for fiscal year 2021; 19 and 20 ‘‘(J) $800,000,000 for fiscal year 2022.’’. 21 SEC. 4. USE OF ADDITIONAL FUNDS. 22 Section 511(c) of the Social Security Act (42 U.S.C. 23 711(c)) is amended by adding at the end the following: 24 ‘‘(6) USE OF CERTAIN FUNDS TO PROVIDE AD- 25 DITIONAL RESOURCES TO ADDRESS HIGH RATES OF 26 VerDate Sep 11 2014 19:32 Oct 27, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4768.IH H4768 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 4768 IH MATERNAL MORTALITY AND MORBIDITY, SUPPORT 1 UNMET NEEDS IDENTIFIED BY THE NEEDS ASSESS- 2 MENT, OR INCREASE ALLOCATIONS TO STATES AND 3 TERRITORIES BASED ON RELATIVE POPULATION OR 4 POVERTY.—The Secretary shall ensure that any 5 amounts exceeding $400,000,000 that are used for 6 grants under this subsection for a fiscal year are 7 used to— 8 ‘‘(A) provide additional funding priority to 9 States, tribes, and territories to address high 10 rates of maternal mortality and morbidity docu- 11 mented in needs assessments conducted under 12 subsection (b) or performed under other Fed- 13 eral programs; 14 ‘‘(B) address unmet needs identified by a 15 needs assessment conducted under subsection 16 (b); or 17 ‘‘(C) increase the amounts allocated under 18 this section to States and to Puerto Rico, 19 Guam, the Virgin Islands, the Northern Mar- 20 iana Islands, and American Samoa, based on 21 the proportion of children who have not at- 22 tained 5 years of age and are living in pov- 23 erty.’’. 24 Æ VerDate Sep 11 2014 19:32 Oct 27, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H4768.IH H4768 pamtmann on DSKBC07HB2PROD with BILLS
