Mr. BLUMENTHAL (for himself, Mr. WHITEHOUSE, Ms. HARRIS, Mr. BOOKER,
and Mrs. GILLIBRAND) introduced the following bill; which was read
twice and referred to the Committee on Foreign Relations
A BILL
To prohibit the obligation or expenditure of Federal funds
for certain agreements relating to the 46th G7 Summit,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Trump’s Heist Under-
4
mines the G7 Act’’.

SEC. 2. TRANSMITTAL OF DOCUMENTS.

(a) TRANSMISSION REQUIRED.—Not later than 30
7
days after the date of the enactment of this Act, the Presi-
8
dent shall transmit to the Comptroller General of the

United States and to the committees listed in subsection
1
(b) copies of each document, record, memo, correspond-
2
ence, or other communication that relates to the decision
3
to host the 46th G7 Summit at the Trump National Doral
4
Miami.

(b) COMMITTEES LISTED.—The committees listed in
6
this subsection are the following:
7
(1) The Committee on the Judiciary, the Com-
8
mittee on Homeland Security and Governmental Af-
9
fairs, the Committee on Foreign Relations, and the
10
Committee on Appropriations of the Senate.
11
(2) The Committee on the Judiciary, the Com-
12
mittee on Oversight and Reform, the Committee on
13
Homeland Security, the Committee on Foreign Af-
14
fairs, and the Committee on Appropriations of the
15
House of Representatives.

SEC. 3. PROHIBITION ON THE USE OF FUNDS FOR HOSTING
17
THE G7 SUMMIT AT THE TRUMP NATIONAL

DORAL MIAMI.

(a) PROHIBITION.—No Federal funds may be obli-
20
gated or expended to enter into any new contract, grant,
21
or cooperative agreement for any purpose relating to the
22
46th G7 Summit at the Trump National Doral Miami.
23
(b) WAIVER.—The prohibition under subsection (a)
24
may be waived if the Director of the Secret Service cer-

tifies to the committees listed in section 2(b) that an obli-
1
gation or expenditure is necessary to carry out the duties
2
of the Director under section 3056 of title 18, United
3
States Code, or any other duty under law (including Presi-
4
dential memorandum) to provide protection to a person.

(c) G7 DEFINED.—In this Act, the term ‘‘G7’’ means
6
the organization of leading economies commonly known as
7
the ‘‘G7’’ that includes Canada, France, Germany, Italy,
8
Japan, the United Kingdom, and the United States as
9
members, with the European Union as an observer.
