CAP ADJUSTMENT. 1 (a) IN GENERAL.—Section 251(b)(2) of the Balanced 2 Budget and Emergency Deficit Control Act of 1985 (2 3 U.S.C. 901(b)(2)) is amended— 4 (1) by redesignating subparagraph (D) as sub- 5 paragraph (E); and 6 (2) by inserting after subparagraph (C), the fol- 7 lowing: 8 ‘‘(D) BASIC SCIENCE RESEARCH.— 9 ‘‘(i) NATIONAL SCIENCE FOUNDA- 10 TION.—If a bill or joint resolution making 11 appropriations for a fiscal year is enacted 12 that specifies amounts for the National 13 Science Foundation, then the adjustments 14 for that fiscal year shall be the amount of 15 additional new budget authority provided 16 in that Act for such programs for that fis- 17 cal year, but shall not exceed— 18 ‘‘(I) for fiscal year 2020, 19 $565,000,000 in additional new budg- 20 et authority; 3 ‘‘(IV) for fiscal year 2023, 4 $2,510,000,000 in additional new 5 budget authority; and 6 ‘‘(V) for fiscal year 2024, 7 $3,250,000,000 in additional new 8 budget authority. 9 ‘‘(ii) DEPARTMENT OF ENERGY, OF- 10 FICE OF SCIENCE.—If a bill or joint reso- 11 lution making appropriations for a fiscal 12 year is enacted that specifies amounts for 13 the Office of Science at the Department of 14 Energy, then the adjustments for that fis- 15 cal year shall be the amount of additional 16 new budget authority provided in that Act 17 for such programs for that fiscal year, but 18 shall not exceed— 19 ‘‘(I) for fiscal year 2020, 20 $461,000,000 in additional new budg- 21 et authority; 3 ‘‘(IV) for fiscal year 2023, 4 $2,050,000,000 in additional new 5 budget authority; and 6 ‘‘(V) for fiscal year 2024, 7 $2,650,000,000 in additional new 8 budget authority. 9 ‘‘(iii) DEPARTMENT OF DEFENSE 10 SCIENCE AND TECHNOLOGY PROGRAMS.— 11 If a bill or joint resolution making appro- 12 priations for a fiscal year is enacted that 13 specifies amounts for the Department of 14 Defense science and technology programs, 15 then the adjustments for that fiscal year 16 shall be the amount of additional new 17 budget authority provided in that Act for 18 such programs for that fiscal year, but 19 shall not exceed— 20 ‘‘(I) for fiscal year 2020, 21 $1,120,000,000 in additional new 22 budget authority; 5 (2) for the Department of Energy Office of 6 Science, the amounts provided for under clause (ii) 7 of such section 251(b)(2)(D) in each of fiscal years 8 2020 through 2024, and such sums as may be nec- 9 essary for each subsequent fiscal year; 10 (3) for the Department of Defense science and 11 technology programs, the amounts provided for 12 under clause (iii) of such section 251(b)(2)(D) in 13 each of fiscal years 2020 through 2024, and such 14 sums as may be necessary for each subsequent fiscal 15 year;
