To direct the Consumer Product Safety Commission, in consultation with
the Director of the Bureau of Alcohol, Tobacco, Firearms and Explosives,
the Director of the Centers for Disease Control and Prevention, and
the Director of the National Institutes of Health, to conduct a study
on the safety and efficacy of tasers and firearms, and for other purposes.

A BILL
To direct the Consumer Product Safety Commission, in con-
sultation with the Director of the Bureau of Alcohol,
Tobacco, Firearms and Explosives, the Director of the
Centers for Disease Control and Prevention, and the
Director of the National Institutes of Health, to conduct
a study on the safety and efficacy of tasers and firearms,
and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘TASER Access, Safe-
2
ty, and Effectiveness Review and Study Act’’ or the
3
‘‘TASERS Act’’.

SEC. 2. STUDY ON TASER AND FIREARM SAFETY.

(a) STUDY.—The Consumer Product Safety Commis-
6
sion, in consultation with the Director of the Bureau of
7
Alcohol, Tobacco, Firearms and Explosives, the Director
8
of the Centers for Disease Control and Prevention, and
9
the Director of the National Institutes of Health, shall
10
conduct a national study of firearms and tasers to deter-
11
mine—
12
(1) the number of successful self-defense at-
13
tempts with each type of weapon;
14
(2) the number of accidental discharges or mis-
15
fires with each type of weapon;
16
(3) the types of injuries sustained, and their se-
17
verity with each type of weapon; and
18
(4) the long-term health implications of being
19
shot by a firearm or electrocuted by a taser.
20
(b) REPORT.—Not later than 2 years after the date
21
of the enactment of this Act, the Consumer Product Safe-
22
ty Commission shall submit to the Congress a written re-
23
port containing the—
24
(1) results of the study; and

(2) any conclusions and recommendations of the

Commission.

SEC. 3. DEFINITIONS.

In this Act:
4
(1) FIREARM.—The term ‘‘firearm’’ has the
5
meaning given to the term in section 921(a)(3)(A)
6
of title 18, United States Code.
7
(2) TASER.—The term ‘‘taser’’ means a hand-
8
held device designed to expel by means of an explo-
9
sive two electrical contacts (barbs) connected by two
10
wires attached to a high-voltage source.
