RESOLUTION
Requiring that all Members have non-participatory access
to committee proceedings related to matters referred to
by the Speaker in her announcement of September 24,
2019.
Resolved,

SECTION 1. SHORT TITLE.

This resolution may be cited as the ‘‘Open and Trans-

parent Impeachment Investigation Resolution’’.

SEC. 2. ACCESS TO COMMITTEE PROCEEDINGS.

A Member, Delegate, or Resident Commissioner shall
6
not be excluded from non-participatory attendance at com-
7
mittee proceedings related to matters referred to by the
